The Assembly of Residents Act
Proposed by: JL

Preamble

An act to create a body to encourage the participate of nations in the gameside Lazarus region

Section One: the Assembly of Residents

(1) The Assembly of Residents is hereby created.

(2) The Assembly of Residents shall be comprised of five (5) nations in Lazarus

(3) The Assembly of Residents shall be tasked with the following
(a) The integration of new residents of Lazarus
(b) Encouraging activity on the regional message board
(c) Acting as a resource of knowledge for nations
(d) Establishing polls and activities for the nations of Lazarus

(4) The Assembly of Residents shall have three (3) members elected from amongst the residents of Lazarus via a Gameside poll

(5) The Assembly of Residents shall have two (2) members selected by the Delegate of Lazarus

(6) Members of the Assembly of Residents shall be styled as Assemblymembers

(7) Assemblymembers shall serve terms of 4 months, or until resignation or removal from office

(8) Assemblymembers may be removed by a vote of the residents of Lazarus

(9) An vote to remove an Assemblymember may be started by the Delegate or Vice Delegate after a petition has been made with a number of signatures equal to 7 percent or more of the Delegate’s endorsements.

(10) In the case of a vacancy, the Delegate may select a resident to serve the balance of the term.

I believe that this proposal would not only help bridge a gap between the forum community and on-site community but also relieve pressure in the Department of Internal Management by giving a less demanding workload.

With this proposal we can give residents of Lazarus more agency in the activities of the region, and this allows us to extend the possibility of advancement to residents as well.

I am flexible on certain provisions of this bill, like removal methods and manner of selection, but I went with what I consider to be a balanced method for both.
 
This sounds a bit like the Developers program some past PMs ran, though the Delegate here isn't implied to have the in-game power to appoint ROs, and stripping the ability of the Delegate/PM/Directors to oversee polls and events creates a BoatyMcBoatFace situation*. I think "propose" polls and activities would be a better term, as it doesn't strip all other positions in the region of that power. Also if the Delegate appointments are outnumbered, they have no purpose beyond a tie break of residents, and effectively the government and the Delegate is powerless to run even beneficial or vital polls on the region, as McBoatyMcBoatFace polls have priority.

*Asking the wider internet to decide a name for something, usually ends up with trolling or jokes.

I’m okay with changing that clause and changing it to 3 selected members by the Delegate

You don't even have to have them selected by the Delegate, as long as either the PM or a Director, is made responsible for overseeing what they are doing as far as activities and polls. You could do as you are proposing, just remove the three appointed by the Delegate, and change the bit about the polls and activities to something like: "Establishing polls and activities for the nations of Lazarus in direction of the Prime Minister or a Minister".
 
Would it actually be an issue though? I just question if we should explicitly legislate this. If it is necessary, I am not against it. I just want to ensure that a non-legislative approach is not possible.
The idea of this is that it is separate of the PM and Cabinet and also something that cannot be easily dissolved, so I believe it should be legislated. If it s not legislated, than the government would have to foot the blame for Assemblymembers and this is intended to give the government a bit of a break on a very tough section of this portfolio. I think it should be legislated in order to separate it from the executive government
 
This seems a lot like the Local Council in TSP (which coincidentally I was elected to yesterday :P), which I think is worth creating in the long run.

Call them Councilmen or something like that. 8. needs to be styled in a % of what it takes to remove them. 50% etc. The petition clause needs more refreshing, too. Where is this petition to take place? The forums, discord, through TG, poll? For in practice, but as it is currently written, leaves a lot of blanks.
 
I’m supportive of this as a concept but I’d rather us not be a complete TSP clone.
