Constitution of the Realm
Article I. The EmperorArticle II. The Executive
(1) The Executive is the Cabinet of the Lazarene Empire. The Minister of State shall head this body.
(2) The Minister of State has the ability to appoint and sack all the Ministers of the Cabinet under their command, which are presented below in Article II, Sections 3-5.
(3) The Minister of Imperial Relations shall head the relations of the Lazarene Empire with other factions.
(4) The Minister of Finance shall head the Lazarene Empire's economic, salary and tax policies.
(5) The Minister of Culture shall head the Lazarene Empire's cultural activities.
Article III. The Imperial Council
(1) The Imperial Council is the legislative body of the Lazarene Empire.
(2) The Imperial Council shall be composed of all the citizens of the Lazarene Empire.
(3) The Imperial Council has the authority to propose and pass laws to be presented to the Emperor for assent.
(4) The Imperial Council can recall any Ministers with a two-thirds majority vote.
(5) The Imperial Council may give assent to any law with a three-fourths majority vote if the Emperor refuses to do so, barring amendments.
(6) The Imperial Council shall set its own procedures, taking the shape of a law.
(7) The Imperial Council may pass amendments to this Constitution with a two-thirds majority vote. These amendments take the weight of a law, and thus require assent from the Emperor.
Article IV. Citizenship
(1) Any Lazarene citizen may apply for Imperial citizenship.
(2) The criteria for citizenship shall be determined by the Emperor.
(3) Citizenship applications shall be accepted by the Emperor. Those rejected may appeal to the Imperial Council, whom may accept a rejected applicant with a three-fourths majority vote.
Article V. Imperial Tribunal
(1) The Imperial Tribunal is the judicial body of the Lazarene Empire, of which the Emperor is the head of.
(2) The judges of the Imperial Tribunal shall be appointed by the Imperial Council via a three-fifths majority vote, but candidates must be nominated by the Minister of State. Judges serve life terms.
(3) The Imperial Tribune shall rule on criminal cases, as well as constitutional interpretation.
(4) The Imperial Tribune shall approve of any criminal code or judicial process laws passed by the Imperial Council.
THE UNEDITABLE ARTICLES (Reminder: These Articles cannot be amended in Perpetuity. Only Ryccia can edit them)
Article 0. Dynastic Rebellion
(1) If called for, the Imperial Council shall hold a vote on whether to overthrow the Emperor. This shall be approved by a four-fifths majority vote.
(2) The person leading this proposal shall become the new Emperor if the removal vote passes as per Article 0.1.
(3) The new Emperor shall abide by the conditions set in Article 1.6. Additionally, they shall designate a new dynastic name for their line of legal succession.
(4) Upon a Dynastic Rebellion having taken place as set by Articles 0.1, 0.2 and 0.3, all the members of the Executive and Imperial Tribune are automatically dismissed from their positions, and the Emperor and the Executive will lose all their wealth and noble ranks.
Article E. Regarding the EconomyArticle M. Regarding Expulsion
(1] No in-character crime may include expulsion from the faction as a punishment.
(2] The only reasons for expulsion from the faction shall be if the player has violated Lazarene and NS community standards, if they have violated Lazarene law by playing here, or for violating real-life laws (Example: We will not tolerate sexual harassment, for example).
Article T. Regarding Tubbius
(1) Tubbius, owner of the NationStates nation of Treadwellia, is to be eternally granted the rank of "Duke of the Emerald Class". No person may strip him of this title except the founder of this faction.
