Greetings to my fellow estemed members of the Lazarene Assembly,
Firstly, I am greatful to those who have supported my proposal, the Voting Expansion Act (September 2018). It is currently at vote, and that voting thread can be located here.
I am concerned about Lazarus. Although I am not a long-term native or someone who has been committed to Lazarus for all of its existence, I have been a recent active participant in the Assembly, and a contributor to its proposals, and, most recently, an author. While I've shown that I am willing to work to better Lazarus, some of our government officials have been doing a poor job with their positions, and in one case, should no longer legally hold aforementioned position. The Government established under the Twelth Mandate of Lazarus offerred us an exciting and eventful chance to rebuild and remake ourselves as a region after an unsuccessful Constitutional Convention, and we're not exactly jumping on the oppurtunity. I am saddened by this, and I, for one, am going to step up what I am doing and further my involvement in the region to better it. We all need to find a reborn commitment to serving the region that we are all Citizens of because we cherish it. Although I am greatful to the Delegate for establishing the Twelth Mandate and its preceding Constitutional Convention (I personally believe this is objectively better than the prior periods: wolfism and anarchy), I think that the Delegate personally (as well as the region collectively) hasn't been doing as good as she probably should be, and has appointed some offiicials that aren't doing the jobs they should be doing.
I am concerned about Lazarus. I am concerned firstly and foremostly with the state of our Court. I am greatful to Justice Sheepshape for being the objectively most active and present in the region, although Justices shouldn't interject themselves in factional politics too much, the fact that Justice Sheepshape shows us presence shouldn't go unnoted. I am concerned about Justices Roavin and Devi. The former hasn't logged onto the forums for a bit, and this is not a good thing in any way. Justices should not have to be yelled at to get on the forums, making sure they know what is going on with the region (even if watching from afar) is a critical element of their job. We have no reason to believe that Justice Roavin has even kept up with the recent proceedings and votes of the Assembly, leading me to believe he is wholly unaware of the current state of our laws. Although Justice Roavin's behavior patterns are very concerning, even worse is the behavior displayed by Justice Devi. Personally speaking, it feels very akward and out of place to me to refer to Devi as a 'Justice,' given that, at least with my understanding of the Twelth Mandate (which is rather expansive, I've spent a fair bit of time reading it), the Justice has been removed from office. This argument stems from Article VII of the Twelth Mandate, which covers the regulation of government officials. Interestingly, section (3) notes that several things must be maintained by Justices in order to keep their role:
(3) The Delegate, the Vice Delegate, the Assembly Speaker, Cabinet Ministers, Court Justices, Councillors of Lazarene Security, or any other government official established by law or policy will be automatically removed from office upon loss of citizenship or their nation in Lazarus voluntarily relocating or ceasing to exist.
Analyzing this clause, I should note that it is made explicitly evident that the regulations extend to 'Court Justices,' specifically noting that they will be "removed from office upon loss of citizenship or their nation in Lazarus voluntarily relocating or ceasing to exist." Interestingly enough, if you take a stroll through the Citizenship Applications forum, you will come across Justice Devi's Citizenship Application Form. In the form, Justice Devi lists D3-RP5 as his Citizenship nation. Upon visting the nation page for D3-RP5, you would notice that the nation had ceased to exist, which in accordance with Article VII (3) of the Twelth Mandate of Lazarusm should have triggered "automatic removal" from the office Devi held as Court Justice. There is no provision of the Twelth Mandate (or indeed any other regional law) which would have triggered automatic re-appointment. I am confused as to why the Delegate took no action to signify removal of Devi from office during the forty days between when his nation ceased to exist and when it was revived earlier today. This reflects almost as poorly on the Delegate as it does on the Justice.

While Ministers New Rogernomics and Imaginary have been preforming adequately in their capacities (which I vehemently commend them for) as Media and Events Minister and Inter-Regional Relations Minister respectively, Minister Killer Kitty, however, has shown both incredibly poor forum activity and hasn't gotten anything done. While he has had some real-life issues, he probably should have been removed from office for not discharging any responsiblities of his office. The lack of forum activity extends as well to Justices Devi and Roavin, who have failed to login to the forum for quite some time. This is extremely concerning to me, as it should be to the rest of my fellow Lazarene Citizens and Assembly participants. I commend Inter-Regional relations Minister Imaginary for allowing the general Citizenry to gain ambassadorships, as this offers players newer to NationStates a chance to expand their knowledge and portfolio, while also taking a lot of personal pressure off of the department head. However, I would like to see more engagement oppurtunities by the executive government in the future.

While our Assembly has certainly been the branch of government that has boasted the most involvement and engagement amongst the Citizenry, its activity, both in terms of volume and diversity of participants, could certainly use some work, specifically in the regard of increases thereof.
