The basic gist is that the proposal requires member nations in some form to allow legal documents notifying someone of legal action against them. It's essentially harmless (the author left as much sovereignty as possible) but also helps to make sure the world remains fair.

Actually, on a functional basis this might be helpful for that, since I imagine being sued in another country might be rather stressful
