Just from a player's perspective, there's nothing wrong with infiltration - it's an absolutely valid form of playing the game, and in a way, credit to you for being able to successfully do it for a year. The perspective of a nation within Lazarus may be different, and I won't comment on it...

^ what Constie said. Besides, what a definition is may be context sensitive. For example, the Mandate may refer to a participating nation in region as a "member", while an act regulating, say, the CLS, may refer to a "member" meaning a member of the CLS. It behooves us to just write good laws.

TSP didn't get rid of that law. But anyway, that could fall under contempt of court and it's really not particularly important anyway (unlike, say, bribery, identity fraud, that kind of thing)
