(1) The relevant section of Assembly Procedure Act, as currently written reads:</div>

<br />
(1) A minimum discussion period of three days is required before any proposal may be brought to vote. The Speaker is not required to open a vote if they determine that the proposal has not had sufficient discussion, but they may not delay opening a vote for more than seven days from when the motion to vote on the proposal was seconded.<br />
<br />
(2) In order for a proposal to be brought to vote, a citizen eligible to vote on that proposal must make a motion to vote, and another such citizen must second the motion. A motion to vote may only be made by the initial author of a proposal unless the initial author is no longer a citizen or has not posted on the off-site regional forum for more than seven days without posting a leave of absence. Only the citizen who made the motion may withdraw it, unless that citizen is no longer a citizen, then the Speaker may withdraw the relevant motion. Once a motion is withdrawn, voting shall cease immediately.<br />

(3) Only the Prime Minister may introduce a proposal to enact, amend, or repeal a treaty or declaration of war, and only the Prime Minister may make a motion to vote on such a proposal.<br />

(4) In the event that there are multiple competing proposals regarding the same matter in the judgment of the Assembly Speaker, the Assembly Speaker will bring them to vote one at a time, in the order they were motioned to vote. If such a proposal is enacted, the subsequent competing proposals will not be brought to vote.<br />

(5) All votes will take place for five days. Citizens eligible to vote may vote "Aye" or "For," "Nay" or "Against," or "Abstain" or "Present." Voters may not post any other content in a voting thread or embellish the format of their vote in any way, and votes that include additional content or embellishment will be discarded and split from the voting thread. Voters may cast their votes by posting in each voting thread.<br />

(6) The Assembly Speaker will determine which discussions will take place publicly and which will take place privately, and may accordingly move discussions to and from the Assembly's private forum, except that the Delegate may determine whether proposals to enact, amend, or repeal treaties will be public or private. <br />
(1) Candidates may begin campaigning in the elections sub forum immediately once they declare their candidacy in the standing thread.<br />

(2) After the standing period has elapsed, the standing period will be considered closed and the election officiator will close the standing thread.<br />
<br />
a. Any candidacy declarations submitted after the standing period has elapsed will be considered invalid.<br />
<br />
(3) Immediately after nominations are closed, the campaigning period will begin.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Section 5. Voting Period</span><br />
<br />
(1) Upon the conclusion of the campaigning period, the election officiator will open the voting thread and the voting period will commence:<br />

b. Any votes submitted after the voting period has passed will be considered invalid.<br />

(2) A candidate shall be ineligible to run if:<br />
<br />
a. They are prohibited from occupying the position for which they are running by law.<br />
b. They rescind their candidacy.<br />
<br />
(3) If a candidate is ineligible to run, the election officiator shall reject their candidacy or redistribute the votes for the ineligible candidate according to the ranked choices of voters and continue the election.<br />
<br />
(4) A special election term is not to count towards any established consecutive term limits for potential candidates.<br />

<span style="font-weight: bold;" class="mycode_b">Section 1. Hostile Entities</span><br />
<br />
(1) The Assembly may, at the request of the Delegate or the Council on Lazarene Security, designate a region or organization as a hostile entity. Such designation will require a two-thirds vote of the Assembly to approve or rescind. The Assembly may rescind such designation on its own initiative.<br />
<br />
(2) No person participating in a hostile entity may reside gameside or be admitted to citizenship in Lazarus until ending such participation. Participation will include residence, citizenship, or official membership in the hostile entity, or any higher form of participation.<br />
<br />
(3) Citizenship will automatically be revoked from any citizen discovered to be participating in a hostile entity, following a 72 hour grace period in which the citizen may end participation in the hostile entity. The citizenship of the citizen in question will be suspended during said grace period.<br />
<br />
(4) Citizenship will automatically be revoked, without any grace period, from any citizen discovered to have been participating in a hostile entity that was designated as such at the time of their application for citizenship, if such participation was omitted from said application.<br />
<br />
(5) The prohibitions herein will not apply to infiltration of a hostile entity for the purpose of espionage or subversion, or other such action taken against a hostile entity, provided a waiver for such action has been granted by the Delegate. Such waiver may be kept classified and may be rescinded by the Delegate at any time.<br />
<br />
(6) No request for embassies, gameside or off-site, nor any application for diplomatic recognition filed on behalf of a hostile entity may be approved. Such designation will require a two-thirds vote of the Assembly to approve or rescind. The Assembly may rescind such designation on its own initiative.<br />
<br />
(2) No person participating in a hostile entity may reside gameside or be admitted to citizenship in Lazarus until ending such participation. Participation will include residence, citizenship, or official membership in the hostile entity, or any higher form of participation.<br />
<br />
(3) Citizenship will automatically be revoked from any citizen discovered to be participating in a hostile entity, following a 72 hour grace period in which the citizen may end participation in the hostile entity. The citizenship of the citizen in question will be suspended during said grace period.<br />
<br />
(4) Citizenship will automatically be revoked, without any grace period, from any citizen discovered to have been participating in a hostile entity that was designated as such at the time of their application for citizenship, if such participation was omitted from said application.<br />
<br />
(5) The prohibitions herein will not apply to infiltration of a hostile entity for the purpose of espionage or subversion, or other such action taken against a hostile entity, provided a waiver for such action has been granted by the Delegate. Such waiver may be kept classified and may be rescinded by the Delegate at any time.<br />
<br />
(6) No request for embassies, gameside or off-site, nor any application for diplomatic recognition filed on behalf of a hostile entity may be approved. An Act to expand the potential voting options in the Assembly for clarification. <br />

<span style="font-weight: bold;" class="mycode_b">Section 1. Amendment</span><br />
<br />
(1) Section 2(5) of the Assembly Procedure Act (August 2018) shall be amended to the following:<br />
<blockquote class="mycode_quote"><cite>Quote:</cite>(5) All votes will take place for five days. Citizens eligible to vote may vote "Aye" or "For," "Nay" or <br />
"Against," or "Abstain" or "Present." Voters may not post any other content in a voting thread or embellish the format of their vote in any way, and votes that include additional content or embellishment will be discarded and split from the voting thread. Voters may cast their votes by posting in each voting thread.</blockquote></blockquote>
