Section 1. Amendment of the Twelfth Mandate of Lazarus

(1) The relevant sections of the Twelfth Mandate of Lazarus as currently written, read:

VIII. Off-site Property Administration
Composition of off-site property administration

(1) The root administrator of off-site property, which will be the same citizen for all official Lazarene off-site property, will be responsible for the appointment and removal of citizens to serve as off-site property administrators and moderators for each off-site property. Membership in off-site property administration and moderation teams will not be construed to constitute government office.

Responsibilities of off-site property administration

(2) No provision of this Mandate nor any law or policy will be construed to limit or interfere with the responsibility and authority of off-site property administration and moderation, subject to the final authority of the root administrator, to safeguard the out-of-character security or safety of the off-site property or its users.

(3) The root administrator will have final authority on off-site property permissions, and may deny or revoke permissions based on risk to the security or safety of off-site property or its users, or violation of terms of service.

IX. Constitutional Conventions

Procedure for initiating a constitutional convention

(1) The Assembly may initiate a constitutional convention for the purpose of repealing and replacing this Mandate by three-quarters vote.

Basic procedure for a constitutional convention

(2) Following initiation of a constitutional convention, the Assembly will establish procedure for the convention by 50%+1 vote. The Assembly may amend the procedure of the convention while the convention is ongoing by 50%+1 vote.

(3) During a constitutional convention, this Mandate, the institutions and offices established by and under this Mandate, and all laws and treaties established under this Mandate, will remain in force, until a new constitution is adopted by the convention.

(4) Should the convention fail to yield a new constitution, the Assembly may, by 50%+1 vote, adjourn the convention.

(2) The amended sections of the Twelfth Mandate of Lazarus shall read:

VIII. Regulations on Regional Officers

(1) No non-citizen shall be appointed as a Regional Officer without passing a Security Check which must include a IP/Proxy Check, further criteria may be established by law.

(2) The Vice-Delegate shall be a Regional Officer at all times whose permissions shall include Border Control.

(3) The Prime Minister shall be a Regional Officer at all times with all permissions except Border Control.

(4) The Delegate shall appoint all Members of the Council of Lazarene Security as Regional Officers with Border Control, if there already be 12 regional officers then the Delegate may dismiss a Regional Officer who is not a Cabinet Minister, the Prime Minister, Vice-Delegate or a Member of the Council of Lazarene Security, if none be found then the Delegate may Dismiss a Cabinet Minister as a Regional Officer. If there be more than 11 Members of the Council of Lazarene Security, Delegate and Vice-Delegate included then their appoints shall be made on the basis of Seniority.

(5) The Delegate shall with the approval of the Prime Minister, appoint any confirmed Cabinet Minister as a Regional Officer and the permissions of said Cabinet Minister shall be decided upon the suggestion of the Prime Minister. The Delegate may decline in part the suggested permissions of said Cabinet Minister on the grounds of Regional Security but must grant communications privillegies; the Delegate may decline in whole the appointment of said Cabinet Minister as a Regional Officer if there already be 12 regional officers. 

(6) The Prime Minister may suggest the appointment of further Regional Officers to the Delegate.

RE: Regional Officer Amendment (August 2020) - New Rogernomics - 08-23-2020

I don't think we should set a number on regional officers, as in times of emergency we'd have to suspend the mandate to defend ourselves if we wanted more regional officers with border control, as we couldn't wait the required time to pass and discuss an amendment in such an emergency situation. 

The CLS should be exempt from this, as it ties it's hands unnecessarily. 

If the Assembly doesn't want someone as a member of the CLS, they already have a mechanism to remove someone through a vote. 

There is also never a circumstance where removing the Vice-Delegate from regional officer powers could ever be justified when they have done nothing wrong but meet some number limit.

If you want to make a limit for Cabinet, I could see an argument, but putting 12 as a limit on Cabinet and the CLS will create a mess if we ever need to temporarily boost the auditors.

I don't want the mandate to include something that could see us having to set it alight down the road, so I'd be against in its current form.

Edit: I'd also note that it would make the developer program difficult, if we have to IP/Proxy check residents.

If I was to suggest a compromise with easier to understand language, then perhaps:

(4) The Delegate shall appoint Regional Officers under the advice of the Prime Minister, when the appointment does not concern the Council of Lazarene Security, and must grant them the powers suggested by the Prime Minister with the exclusion of border control powers.

(5) The Delegate may decline in whole the appointment of a Regional Officer, when the number of regional officers, inclusive of the Council of Lazarene Security exceeds 12 appointments.

For reference the 12 number is there because you can only have 12 RO's. You can't have more.

I guess you could keep the 12 in then if that is the reason, though this all seems unnecessary, when we've never had an issue between the PM and Delegate as to RO appointments.

Also the reason as to why I think non-citizens should be checked as one of our current developers may be a Minister, I think holding a Regional Officer position on two seperate accounts should be disallowed.
