Either the Assembly should be able to legislate on maximum and minimum sentences or it should be left at the discretion of the court entirely. I favour the latter. If you do not intend something to be legally binding, write that in the law. Don't expect people to google whether things that go by the same name are legally binding in places that are not Lazarus. You have said you would vote against any amendment to the criminal code, and any introduction of sentencing guidelines. So this gives me no option to publicly oppose you on this matter.
