If something happens in a short term setup where I can't get on the forums--say power goes out in a storm, or work demands more time than usual of my life--we need a plan that can include Lazarus continuing to operate for a few days without my having to approve everything. No, I'm not planning to step down or to present a problem for the community by being away all the time. I'm just thinking of hypothetical situations. With the mandate as it stands, we might want at a setup where you are advised of citizenship applications, and we make a special masking for those not fully approved (which doesn't allow them to stand for elections or vote). Proposed by: Article I. Citizenship Application Requirements (1) Applicants must have a nation resident in Lazarus to apply for citizenship: (2) Applicants must be in compliance with laws and treaties that: a. Exclude residency or citizenship in other regions or organizations. b. Exclude certain activities in relation to other regions or organizations. (3) Applicants shall not use a IP Proxy for their application. Article II. Citizenship Application Procedure (1) Forum administration shall conduct a security check on applicants, which will include: a. Reviewing the IP and email address of applicants. b. Assessing the OOC threat they may represent. c. Assessing whether applicants already hold citizenship on another account. (2) Residency of applications shall be checked by any of the following: a. Forum administration. b. The Delegate. c. The Prime Minister. d. A Minister. (3) Forum administration conclude that the applicant has passed all checks, and pass it on for approval. (4) If an applicant passes the security and residency check they shall be permitted a temporary masking that has: a. Viewing and posting privileges in the Board Board Meeting Room. b. Exclusions from voting or standing in elections. (5) Once advised of applications the Delegate shall decline or permit citizenship. Article III. Citizenship Requirements (1) Citizens must have a nation resident in Lazarus. (2) Citizens must be in compliance with laws and treaties that: a. Exclude residency or citizenship in other regions or organizations. b. Exclude certain activities in relation to other regions or organizations. Article IV. Removal of Citizenship (1) At least every two months, the Assembly Speaker shall: a. Post a list of citizens that no longer have a nation resident in Lazarus. (2) 30 days after this list is posted, citizenship shall be removed from those not in compliance unless: a. The Delegate permits more time for a citizen to come into compliance. (3) If citizens fail to meet citizenship requirements, they shall also be notified by either: a. A telegram to their nation in Nationstates. b. Correspondence through Discord or the forum. (4) Notifications shall be sent by any of the following each month: a. The Assembly Speaker. b. A Forum administrator. c. The Prime Minister. d. A Minister. ^Maybe something like above. |
