[Proposal] Citizenship Approval Amendment (October 2019) - New Rogernomics - 10-22-2019

Citizenship Approval Amendment (October 2019)

Preamble
This amendment of the Twelfth Mandate of Lazarus changes the process by which citizenship is granted or approved.

Section 1. Amendment of the Twelfth Mandate of Lazarus

(2) Article II shall be amended to include:

(4) The Delegate may reject residents of Lazarus to citizenship with a veto, which may be overturned by a three quarters vote of the Assembly. Further procedure for citizenship admission, including procedure for appealing rejection of a citizenship application by the Delegate, as well as criteria for maintenance of citizenship and enforcement of such criteria, may be established by law and forum administration
OR without the veto:
Quote:(4) The Delegate may admit residents of Lazarus to citizenship. Further procedure for citizenship admission, including procedure for appealing rejection of a citizenship application by the Delegate, as well as criteria for maintenance of citizenship and enforcement of such criteria, may be established by law and forum administration.

Thanks for writing this NR!

I think you may have accidentally removed the first sentence of (4) that gives the delegate the ability to admit citizens? Since they are the highest security position in the region, it seems reasonable to me that they should be involved in security concerns like citizenship. What would the process for the CLS clearing apps be? Would they hold a vote on it?

I do think McChimp's draft would do well to allow the delegate to give other people the ability to process apps and like to see this being worked on. ^-^

No. That has been changed to a veto, and McChimp's draft thus far doesn't include that.

After some suggestions I have cut it down to the relevant part.

Given the recent changes proposed in the Democratic Reform Amendment, this is no longer required.
