On a related note, who determines the sentence?  

I have updated it accordingly. It now includes a new section (Section 12) which states:

Section 12. Guilt and Sentencing

(1) No person may be found guilty of a crime not listed in this act.

(2) If found guilty of a crime, the Delegate shall impose upon the person a punishment proportionate to the offence.

I hate to be difficult, but I don't suppose it could be changed to:

"the Delegate may impose upon the person any punishment proportionate to the offence."

which better reflects the requirement in my proposal for a punishment "permitted by law" and maintains the Delegate's common-sense veto?
