I think it is certainly time to discuss establishing our own frontier or stronghold, given the passage of this constitutional law: https://nslazarus.com/forum/index.php?threads/4361/

We could do a lot of potential things with it:
  • Establish a distinctly different theme or a variant of the current theme
  • Establish a legislature either as a RP or a serious one, such as how the UK has a Scottish Parliament
  • Establish a regional militia for it, and encourage the regional guard to make it a duty to support it or defend it
  • Establish a regional court
And so on...
 
I've put this up for input, though since no one else has really put forward something.

The names and such can be changed obviously.

The Government of The Dominion of Pern consists of:
  • The Executive Branch which is made up of the High Council members, and headed by the Guardian.
  • The Legislative Branch made of the Residents and Dragonriders of Pern, and administered by the High Council.
  • The Judicial Branch which is headed by a High Council Judge, as well as a Jury selected from the Low Council.

The Executive Branch

  • Guardian (Monarch/Head of State)3: Founder
    ◦ Powers: Heads the High Council, Can Veto Legislation & Treaties, Controls the Regional Controls of The Eternal Kingdom.
    ◦ Job Requirements: Must be able to use their powers as necessary, and perform their duties as Monarch/Head of State.
    ◦ Length of Term: No term requirements or N/A.
    ◦ Link to Position in Constitution: Guardian
  • Vaukeer (WA Delegate)4:
    ◦ Powers: Votes on General Assembly and Security Council Proposals, Organizes Regional WA Votes of The Eternal Kingdom, Has Partial access to the Regional Controls.
    ◦ Job Requirements: Holds the most WA endorsements in the region, and is able to perform their duties as WA Delegate.
    ◦ Length of Term: Four months, with a three consecutive terms limit.

  • Master of State (Home Affairs & Foreign Affairs)5,4:
    ◦ Powers: Controls Immigration, Recruitment, and Regional Diplomacy, alongside the Guardian, Has Partial access to the Regional Controls.
    ◦ Job Requirements: Must be able to organize immigration, organize recruitment, and engage in inter-regional diplomacy.
    ◦ Length of Term: Four months, with a three consecutive terms limit.

  • Master Printer (Media & Culture)4:
    ◦ Powers: Can moderate Media and Cultural activities, and Send Regional Telegrams.
    ◦ Job Requirements: Must be able to inform the region about cultural activities, and provide information about the region.

  • Master Technician (Admin)3, 10: Elzren
    ◦ Powers: Head Administrator on The Eternal Kingdom forum and discord.

    ◦ Length of Term: No term requirements or N/A.

  • Designated Judge (Member of High Council)8: Appointed Responsibility
    ◦ Powers: Organizes the Court Procedures, Delivers Sentences or Statements of Legality or Lack Of.
    ◦ Job Requirements: To organize the functions of the Court, read the evidence in the case, and deliver a reasonably unbiased decision.
    ◦ Length of Term: Term as High Council Member.

  • Designated Jurors (Member of Dragonhold Council)9: Appointed Responsibility
    ◦ Powers: Votes 'Not Guilty', 'Guilty', or 'Unsure', to provide a Jury decision.
    ◦ Job Requirements: Must be able to read the evidence in the case, and deliver a reasonably unbiased decision.
    ◦ Length of Term: On a case by case basis.

~ Article I: Court Proceedings
(1) Court Proceedings will occur as follows:
(A) The acting Judge of proceedings will be the Master of State, the Guardian, or any other High Council member – and in that order of preference.
(B) The defense can be represented by a member of the Dragonhold Council, selected by the defendant.
(C) Where a defendant cannot find representation, a public defender will be provided:
(I) The Guardian may act as the defense, or delegate others to represent the defendant.
(2) Court proceedings will last a minimum of one session, to a maximum of one session per day over seven days. There shall be a maximum of one session per day, the only allowance being one extra session in a day for sentencing, where guilt has been found.

~ Article II: Selection of the Jury
(1) The Jury will consist of the Dragonhold Council members, however an acting judge, prosecutor, defense attorney, or a public defender, cannot be a juror.
(A) It will be selected by the Master of State or Guardian - and in that order of preference.
(B) It will have three or more Dragonhold Council members, to a maximum of four.

(2) Impartiality is a requirement of Jury Service, so open hostility towards a defendant will disallow a Juror to serve on a case:
(A) Open hostility in such cases shall be defined as open denunciations of the defendant's character, or attempting to pass sentence.

(3) If a suitable Jury of three cannot be found, Jury Service may be suspended in favor of a closed-proceeding with a Judge:
(A) This may occur where a impartial jury cannot be found.
(B) This may occur in cases where insufficient jurors are willing or able to serve.
