Citizenship Requirements Act

What we might want to include something in practice that has:
  • Admins (and mods) check IPs for Proxies and OOC threats.
  • Admins (and mods) checking that those applying are not members of the NPO or banned from the region.
  • Internal Management (Internal Minister) advising the Delegate.
  • Citizens masked after those steps.
Basically, we have a few issues right now:

Sounds like a fair summation of the setup. My big concern is that last point on the list. If something happens in a short term setup where I can't get on the forums--say power goes out in a storm, or work demands more time than usual of my life--we need a plan that can include Lazarus continuing to operate for a few days without my having to approve everything.

No, I'm not planning to step down or to present a problem for the community by being away all the time. I'm just thinking of hypothetical situations.

With the mandate as it stands, we might want at a setup where you are advised of citizenship applications, and we make a special masking for those not fully approved (which doesn't allow them to stand for elections or vote). Anything further would be too much of a stretch mandate wise.
