Ministries of Lazarus Act (April 2019)

Section 1. Existing Ministries of Lazarus

(1) The head of government shall appoint Cabinet Ministers to ministries responsible for organizing:

a. The foreign relations, cultural exchanges, and world assembly affairs of the region;
b. The internal affairs of the region, inclusive of public media, and role-play activities and outreach.
c. Game-side outreach, inclusive of welcoming nations, recruitment, and WA engagement.

Section 2. Foreign Relations and World Assembly Affairs

(1) The ministry tasked with organizing the foreign relations, cultural exchanges, and world assembly affairs of the region shall consist of:

a. Organizing the foreign relations of Lazarus, through the deployment of ambassadors to other regions or organizations, as well as through the transmission of foreign correspondence and regional updates;
b. Organizing embassy applications and foreign dignitary applications for Lazarus;
c. Organizing cultural exchanges with other regions or organizations, whereas allowed by regional law;
d. Informing the region about current General Assembly and Security Council resolutions and votes.

Section 3. Internal Affairs of Lazarus

(1) The ministry tasked with organizing the internal affairs of the region, inclusive of public media, role-play activities, and outreach, shall consist of:

a. Organizing the regional newspaper of Lazarus and distributing it abroad;
b. Organizing role-play activities exclusive to Lazarus on the Lazarene forum and discord;
c. Organizing related outreach activities and events to forum and discord members.

Section 4. Game Side Outreach

(1) The ministry tasked with organizing game-side outreach, inclusive of welcoming nations, recruitment, and WA engagement, shall consist of:

a. Advising nations of the benefits of World Assembly membership, regional activities, and welcoming new nations to the region;
b. Encouraging region members to apply for citizenship and participate in the regional discord or forum;
c. Recruiting citizens into ministries or regional programs on offer;
d. Engaging with region members on the Regional Message Board or through telegrams for the above purposes.

Section 5. Additional Responsibilities

(1) Additional responsibilities may be applied to these ministries through an act or measure of the assembly, or through a directive of the head of government.
(2) Other ministries may be added or removed by the head of government, as allowed by regional law.

Was mentioned to me that the military bit could be sort of redundant due to the Guard act.

I believe IA should be altered to be Cultural only. Running RP, Newspaper, Festivals etc.

Outreach (integration) as well as World Assembly growth/endorsements etc should be in a new ministry called like, "Gameside" or "Outreach" or something like that. (I'm bad at names)

The idea here is basically just making it so that we can have a ministry of just integration, they dont have to worry about all the other cultural stuff. Won't overload anyone (even if NR can do it all rn )

I also believe there should be a clause in there about basically "The Delegate can also create/abolish other ministries outside of this law" essentially allowing the delegate to bring in new Ministers as needed without an amendment process to this, while still requiring ministers that are needed for the region.

I just added that bit, after Legalist Zombal mentioned it.

Technically it is implied by the constitution, though I guess that could change.

I don't think WA should be folded into the ministry with Foreign Affairs, unless we specifically want to incorporate the WA into our foreign affairs. If that is the idea, I think that would be really cool.

With the amendment proposal in process, this is a good act to start looking at again.
