Preamble
To strength diplomatic ties, ensure regional security and promote cooperation, the Governments of Lazarus and the 10000 Islands, in mutual recognition of each other’s sovereignty and legitimacy, enter into this Treaty of the Fortunate Isles.
Article I. Mutual Recognition
Section 1. The parties of these accords recognize the government of each region, based upon its governing documents and laws, as legitimate, and will not extend that recognition to any government that comes to power through means not prescribed by law.
Section 1.1. The 10000 Islands recognizes the Government of Lazarus, and its lawful successors, as established and so empowered by the Twelfth Mandate of Lazarus as the region's governing document.
Section 1.2. The Government of Lazarus recognizes the government of 10000 Islands, its Council, Chief Executive and World Assembly Delegate, and its subordinate regions, as established and so empowered by the 10000 Islands Constitution as the region's governing document.
Section 2. Following the adoption of this accord, The Government of Lazarus shall identify a representative to authoritatively represent Lazarus in any matters arising from this treaty, following all such relevant laws or constitutional procedures of Lazarus.
Section 3. Following the adoption of this accord, 10000 Islands shall be authoritatively represented by the Delegate of 10000 Islands and empowered by the Council to handle any matters arising from this treaty, following all such relevant laws or constitutional procedures of 10000 Islands.
Section 4. Should the government of either signatory peaceably change in compliance with the laws and customs of either region, authoritative representation will be performed by the corresponding functionally equivalent positions or institutions nominated by the legitimate government of the region.
Section 5. In recognition of diplomatic relations between them, the signatories shall maintain in-game embassies on Nationstates, off-site embassies on their respective regional forums, and diplomatic representatives within each other's regions, to the best of their abilities.
Article II. Security
Section 1. Both signatories agree to respect the sovereignty of the other which shall include, but not be limited to, agreeing to not attack the home region or any recognized territory of the other, nor to participate in any actions that intend to overthrow the other’s legitimate government.
Section 1.1 Recognized territories subject to the jurisdiction of this accord will be included in an annex and regions may be added to the territories annex by notification of one signatory to the other.
Section 2. Both signatories agree not to engage in any military hostilities against an embassy region of the other, including providing military assistance to another military doing so, unless said embassy region has declared a state of war or engaged in hostilities against either signatory or an embassy region thereof.
Section 2.1 Signatories clarify that the deployment of military forces on opposing sides in a conflict within a region that is not a recognized territory of either Signatory does not constitute aggression or hostilities under this agreement.
Section 2.2 Signatories contemplate potential future joint offensive and defensive training operations, whether occurring in recognized territories or not, none of which having the assent of both governments shall be construed to infer an aggressive or hostile action under this agreement.
Section 3. Both signatories agree to aid each other against attempts to illegally overthrow the in-game Delegate of their respective home regions or subordinate regions thereof.
Section 3.1 Upon request of the other, signatories agree to provide security assistance to legal transitions of the WA Delegate in the home regions or recognized territories of the other.
Section 4. Both signatories will refrain from conducting clandestine operations, espionage, and/or other forms of spying against the other signatory.
Section 5. Both signatories recognize the value of security cooperation, seek to find joint opportunities for military readiness, and agree to provide the other with any intelligence of any known threat to the other’s home regions or recognized territories, including hostilities or actions against the other’s lawful government or community.
Section 5.1 Any intelligence shared in accordance with this section shall only be done in compliance with each region's applicable laws, and in a manner which does not otherwise unduly compromise either signatory’s source of information.
Section 5.2 The cooperation between militaries during the conduct of joint operations shall be at all times with respect to each others’ military procedures to the greatest extent possible.
Section 6. The signatories shall not conspire to violate any of the acts described herein.
Article III. Cooperation
Section 1. The signatories will endeavor to actively work to boost cooperation between their respective governments.
Section 2. The signatories will work to foster good relations between their communities through joint cultural activities when feasible.
Section 3. The signatories shall share in-game and off-site embassies to allow cross-posting and interregional cultural exchanges.
Section 3.1 If an illegal Delegate of a signatory region closes the in-game embassy with the signatory region's counterpart, embassies shall be restored immediately following the restoration of the legitimate delegate.
Section 4. The signatories will endeavor, where appropriate and possible, to collaborate with the other on technological and infrastructure projects with the other signatory.
Section 5. The signatories will endeavor, to such practical extents, to seek opportunities for military cooperation and joint training.
Section 6. The signatories will endeavor, whenever practical and on topics where interests sufficiently align, to collaborate on World Assembly matters including but not limited to the recognition of each signatory’s nominees.
Article IV. General Administration
Section 1. This accord shall come into effect upon completion of the lawful ratification processes of the 10000 Islands and Lazarus.
Section 2. This accord shall be announced and displayed in an appropriate area by the signatories’ governments where the appropriate officials may access it.
Section 3. The signatories may clarify the terms of this accord through mutually agreed memoranda, which shall be appended to the accord.
Section 4. The signatories shall undertake to settle any and all disputes between them through peaceful means and refrain from using the threat of force or sanction against one another.
Section 5. Either signatory may terminate the accord with five days written notice to the other party, after which the terms of the accord are no longer binding. Termination of these accords shall not itself be interpreted as an act of aggression.
