Article 1 - Diplomatic Recognition

1. The signatories recognize the constitutional governments legally established under the Constitution of The Rejected Realms and the Twelfth Mandate of Lazarus, and any successors established according to each region's domestic legal standards, as the sole legitimate governments of their respective home regions, respectively.

2. The signatories respect the right of these legitimate governments to govern their respective home regions.

Article 2 - Non-Aggression

1. The signatories will not invade each others' home region, nor participate in any action with the intent to overthrow the other's legitimate government as recognized in these accords.

2. The signatories will not in any way, direct or indirect, initiate or participate in espionage, subterfuge, or other clandestine operations against each other.

3. Military operations where the signatories are involved in opposite sides shall not, in and of themselves, be automatically construed as acts of hostility or aggression on either signatory.

Article 3 - Communication

1. Should a security-related contingency arise in either signatory region, the signatories will notify each other about the threat.

2. Should a security-related contingency arise in another feeder or sinker, or a mutual ally, the signatories will notify each other about their respective positions on the matter.

Article 4 - Cultural Cooperation

1. The signatories shall endeavor to conduct communal cultural activities, to the benefit of members of both regions.

Article 5 - Final Provisions

1. These accords will come into effect upon its ratification by the duly authorized individuals or bodies of both signatory regions.

2. Either signatory may terminate these accords with a public notice to the other signatory, effective after seven days.

Assembly of Lazarus,

As I had stated earlier, I will be calling for a vote on this item. While personally, I lean towards supporting this course of action, I think it's time for us to formally vote on this issue and put it to rest, regardless of what the outcome is. Recently, I have seen some interest in going forward with negotiations with NPO, and currently this treaty prevents us from engaging in any kind of communication whatsoever.

I look forward to settling this matter for now.

Treaty of the Anti-Pacific Coalition

Preamble

The Anti-Pacific Coalition was formed to stand up against acts of aggression and subversion perpetrated against many regions, user-created and game-created alike, by the New Pacific Order. United in our resolve to continue combating any hostile acts by that regime, we, the signatories of this treaty, commit to collective defense in response to any act of aggression by the New Pacific Order against any other signatory. An attack by the New Pacific Order against one signatory will be considered an attack by the New Pacific Order against all signatories. We stand united and resolute in continued diplomatic opposition to the New Pacific Order, and against any threat that regime may pose to the sovereignty and stability of our regions.

Article I. Diplomatic Provisions

Diplomatic recognition

(1) The signatories recognize each other's legal governments as the legitimate governments of each other's respective regions.

(2) Diplomatic recognition will be applicable to the governments established by the constitutions or similarly binding legal documents in force in each signatory at the time this treaty was enacted, and any legally enacted successor governments.

Diplomatic restrictions

(3) The signatories will not maintain diplomatic, military, or cultural relations of any kind with the Pacific while it is governed by the New Pacific Order or any successor regime sanctioned by the New Pacific Order.

(4) The signatories' World Assembly Delegates will not vote to repeal Security Council Resolution 268: Condemn The Pacific while the Pacific is governed by the New Pacific Order or any successor regime sanctioned by the New Pacific Order.

(5) The signatories' World Assembly Delegates will not vote in favor of offensive measures against each other in the World Assembly Security Council, if such measures are sponsored by the New Pacific Order or any member of the New Pacific Order. Offensive measures include condemnation, involuntary liberation of each other's home regions, or involuntary liberation of third party regions occupied by each other's military forces.

Article II. Military Provisions

Non-aggression and mutual defense

(1) The signatories will not engage in military hostilities against each other's home regions. Participation of the signatories on opposite sides of a military engagement in a third party region will never be interpreted as a violation of this provision.

(2) To the extent practicable, the signatories will provide each other with defensive military assistance in the event of an attack on a signatory's home region by the New Pacific Order or any member of the New Pacific Order, provided such assistance is requested by the signatory's legitimate government.

Additional military cooperation

(3) The signatories may cooperate in executing joint military operations against the New Pacific Order, in the Pacific or in third party regions, when available and as consistent with each signatory's laws and policies.

Article III. Administrative Provisions

Administration of the Anti-Pacific Coalition

(1) Each signatory will designate a representative to the Anti-Pacific Coalition. Signatory representatives will be designated according to each signatory's laws and policies.

(2) Signatory representatives may, by absolute majority vote, designate a signatory citizen or equivalent member as Chief Organizer of the Anti-Pacific Coalition. Signatory representatives may dismiss the Chief Organizer by absolute majority vote.

(3) The Chief Organizer may appoint signatory citizens or equivalent members as additional Organizers to assist in organizing operations conducted by and through the Anti-Pacific Coalition, and may dismiss such Organizers. Appointment and dismissal of Organizers will be subject to approval by absolute majority vote of signatory representatives.

(4) Altino will be the Owner of the Anti-Pacific Coalition Discord server. Should Altino wish to transfer ownership, the new Owner will be designated by absolute majority vote of signatory representatives. Following such transfer, any future transfer will be to an Owner designated by absolute majority vote of signatory representatives. The Owner may designate additional server administrators and moderators and may dismiss such administrators and moderators.

Initial signatories and addition of signatories

(5) The initial signatories of this treaty will include all regions that have previously participated in the Anti-Pacific Coalition, have been invited to sign this treaty by the pre-treaty Organizers, and have legally enacted this treaty according to their laws and policies.

(6) Regions that do not meet the above criteria may be added as signatories if approved by a three-fifths vote of signatory representatives, conditional upon their legal enactment of this treaty according to their laws and policies.

Expulsion and withdrawal of signatories

(7) A signatory may be expelled from the Anti-Pacific Coalition if approved by a three-fifths vote of signatory representatives. The representative of the signatory subject to the expulsion vote may not vote in the expulsion vote.

(8) A signatory may withdraw from the Anti-Pacific Coalition upon legally repealing this treaty according to their laws and policies and providing seven days notice of withdrawal to the other signatories via the Anti-Pacific Coalition Discord server.

Amendment of this treaty

(9) An amendment to this treaty may be proposed by three-fifths vote of signatory representatives, at which time it will be referred to signatories for ratification. An amendment will be adopted if ratified by three-fifths of signatories according to each signatory's laws and policies, after which each remaining signatory will have 30 days to ratify the amendment or be considered to have automatically withdrawn from the Anti-Pacific Coalition.

(10) Official copies of this treaty will be maintained in public view by signatory representatives, and updated to reflect amendments.

War with the NPO.

Citizens of Lazarus,

most of you have been following and voicing your opinions on the latest revelation in our long line of regional scandals. Once again outside forces meddled in your region's affairs and violated your regional sovereignty to their own end. Lazarus is a home of rebirth and fresh starts, but these latest perpetrators are not unknown to us. They have been found guilty of past offences against Lazarus, only to be given the chance to redeem themselves and start again, as is our forgiving nature.

Some of you have advocated for joining the current war efforts against the New Pacific Order; some of you have advised against it. Even if it may seem that we did not participate in all of those discussions and conversations, we did listen to you and have seen and pondered over all the arguments that you all have brought forth. After some consideration, both Tubbius and I agree that the best course of action is to let you, the citizens of this great region, decide whether we mobilise for war or not. We urge you, however, that you do not make this decision lightly, or in haste. We will share with you our thoughts on this matter. Some of these thoughts you have heard before; some may be entirely new. Please take these thoughts into consideration as you ponder what you think the right choice for Lazarus is.

For many years, the New Pacific Order has been a constant thorn in our side, its officials incessantly seeking to undermine us and our sovereignty. We would not be alone in this war either, but rather standing alongside our sister sinker Osiris and several other regions that have already declared war. It would finally allow us to pay back some of the pain that we have endured at their hands for years and show them that they cannot fool with us any longer or take advantage.

Furthermore, the social and economic benefits of a war abroad cannot be understated. Such a big unified goal will bring our citizenry closer together, acting and fighting side-by-side. Our residents will be engaged and motivated to participate in defence and patriotism for their region, which will surely prompt many of them to participate in ways they had otherwise been wary of. Without a doubt, engaging in this war will be a boon to our unity and our activity.

On the other hand, while we weren't formally at war, this region has been warred over for much of the past three years, if not longer. We are more stable than we have ever been in recent memory. A war threatens that stability. We would have to create a military again, with all the implications attached that have previously led us to eschew such an institution. The war will also make us a target once more. The New Pacific Order has seemingly left us alone after the installation of Mandate 12, finally; the transgressions that had been revealed predate the Anarchy Week back in April. By declaring war on them, we, in turn, become fair game to their machinations once more, and also to any region that might ally itself with the New Pacific Order.

Participating in this war would also bring up ugly memories of the fighting we've had here at home, both against foreigners and against each other; the returning weariness of Lazarenes from years past cannot be papered over by swift and glorious victories, because a war against the New Pacific Order must inherently be a war of attrition, long and arduous, and there is no consensus on whether such a war can be won at all.

Last but not least, it's a question of identity. Who are we? Are we warriors seeking to enact revenge upon those that have slighted us, or do we let bygones be bygones and concentrate on us and what makes us special? Do we reject the New Pacific Order's obviously begrudging attempts to meet our demands, or do we hold our word and accept that they have met our terms? Which kind of Lazarus do we want to be?

Fellow citizens, I do apologise for the heavy burden I am laying on you with this decision, but we feel at the same time that it is too important for us to simply order by fiat. The consequences of this decision will immeasurably shape the future of Lazarus in the years to come, and so we urge you with all of our conviction that you think about this rationally and with care. Resolution to Empower the Regional Guard against NPO Affiliates (January 2019)

Whereas the Assembly of Lazarus, at the Delegate's request and pursuant to Article I, Section 5 of the Twelfth Mandate of Lazarus, declared war upon the New Pacific Order (NPO) on December 16, 2018;

Whereas Section 2(4) of the Charter of the Lazarene Regional Guard (December 2018) authorizes the Assembly to "enact a resolution empowering the Regional Guard to invade a region that is the ally or protectorate of a region upon which Lazarus has declared war" by two-thirds vote;

Whereas the region St Abbaddon is a formal protectorate of the NPO, established as such by a treaty signed by former Emperor Aleisyr of the NPO, former Consul Pergamon of the NPO, and Delegate Kitsco of St Abbaddon on May 31, 2017, which remains in effect;

Whereas the region Communist Americas is a protectorate of the NPO, established as such by military force against fascist occupying forces, which has been used by the NPO to spread their insidious Francoist propaganda rather than promotion of an appropriate anti-fascist message;

Whereas the region Azhukali was founded by Milozoldyck, also known as Milograd, a former Senator of the NPO who has maintained loyalty to the NPO for years, and who resigned citizenship in Lazarus at the onset of recent hostilities between Lazarus and the NPO in favor of participation in the NPO;

Whereas Milozoldyck/Milograd has a history of subversive activity in Lazarus on behalf or in what he perceived to be the interests of the NPO, including participation as a Senator in the 2015 New Lazarene Order (NLO) coup of Lazarus;

Whereas, at the time of this resolution's writing, the Delegacy of Azhukali was held by Feux, former Regent of the NPO, who as Delegate of Lazarus engaged in improper purges of Lazarene citizens in 2013 and who as Regent of the NPO established the NPO's support for the NLO in 2015;

Whereas Feux infiltrated Lazarus from 2016-2018 under the pseudonym Adytus, continuing to engage in subversive activity, eventually with the full knowledge of former Emperor Aleisyr and former Consul Pergamon, without disclosure of this identity to Lazarene officials;

Whereas evidence has emerged that Milozoldyck/Milograd, Feux, and some of their associates intended to use Azhukali as a front to continue the same kind of subversive activities against Feeders and Sinkers, potentially including Lazarus, that they engaged in while in the NPO; and

Whereas Milozoldyck/Milograd has once again been declared delete-on-sight, leaving Azhukali founderless and vulnerable to invasion; therefore, let it be

Resolved that the Assembly of Lazarus acknowledges St Abbaddon as a de jure protectorate of the NPO;

Resolved that the Assembly of Lazarus acknowledges Communist Americas as a de facto protectorate of the NPO;

Resolved that the Assembly of Lazarus acknowledges Azhukali as a de facto ally of the NPO;

Resolved that the Assembly of Lazarus hereby empowers the Lazarene Regional Guard to invade St Abbaddon, Communist Americas, and Azhukali, or to participate in another region's or organization's invasions of said regions;

Resolved that it is the non-binding sense of the Assembly of Lazarus that responsible native governance, free of the NPO's imperialist influence, should be restored to St Abbaddon as soon as practical following invasion;

Resolved that it is the non-binding sense of the Assembly of Lazarus that St Abbaddon, one of the few remaining historical founderless regions, should under no circumstances be refounded by the Regional Guard or invading forces supported by the Regional Guard;

Resolved that it is the non-binding sense of the Assembly of Lazarus that an appropriate anti-fascist message should replace the NPO's Francoist propaganda on the World Factbook Entry of Communist Americas as soon as practical following invasion; and further

Resolved that it is the non-binding sense of the Assembly of Lazarus that the historical roleplaying significance of Azhukali should be respected, and that native participation in the region, without the corrupting influence of Feux and his associates, should be permitted as soon as practical following invasion.

Lazarene Elections Act

Preamble

This act will set forth the general procedure for holding elections within Lazarus.

Section 1. The Timing of Elections

(1) General Elections shall be held 15 days prior to the end of term for an elected office.

(2) General Elections shall last for a duration of fifteen (15) days.

(3) Special Elections shall be held as soon as reasonably possible once a vacancy in an elected office appears, when:

a. A recall or resignation has taken place prior to the first or last fifteen (15) days of the term.

(4) Special Elections shall last for a duration of eight (8) days.

Section 2. The Composition of Elections

(1) General Elections shall be composed as follows:

a. A four (4) day standing period.
b. A six (6) day campaigning period.
c. A five (5) day voting period.

(2) Special Elections shall be composed as follows:

a. A two (2) day standing period.
b. A three (3) day campaigning period.
c. A three (3) day voting period.

Section 3. The Conduct of Elections

(1) The Assembly Speaker may officiate the election.

(2) The Delegate may appoint an officiator for the election if the Assembly Speaker declines to officiate the election.

Section 4. Candidacy and Campaigning

(1) Candidates may begin campaigning in the elections sub forum immediately once they declare their candidacy in the standing thread.

(2) After the standing period has elapsed, the standing period will be considered closed and the election officiator will close the standing thread.

a. Any candidacy declarations submitted after the standing period has elapsed will be considered invalid.

(3) Immediately after nominations are closed, the campaigning period will begin.

Section 5. Voting Period

(1) Upon the conclusion of the campaigning period, the election officiator will open the voting thread and the voting period will commence:

a. The voting thread will remain open for the full period after the election officiator opened the voting thread.
b. Any votes submitted after the voting period has passed will be considered invalid.

(2) A candidate shall be ineligible to run if:

a. They are prohibited from occupying the position for which they are running by law.
b. They rescind their candidacy.

(3) If a candidate is ineligible to run, the election officiator shall reject their candidacy or redistribute the votes for the ineligible candidate according to the ranked choices of voters and continue the election.

(4) A special election term is not to count towards any established consecutive term limits for potential candidates.

Section 6. Instant-Run Off Voting

(1) Voters shall rank any number of candidates they choose and abstinence in order of preference.

(2) During each round, each voter shall have voted for the option they put highest in order of preference that still remains.

(3) Between each round, the candidate with the fewest votes will be eliminated.

(4) Rounds shall recur until:

Section 1. An amendment to the Assembly Procedure Act

(1) The relevant section of Assembly Procedure Act, as currently written reads:

Section 2. Legislative Procedures

(1) A minimum discussion period of three days is required before any proposal may be brought to vote. The Speaker is not required to open a vote if they determine that the proposal has not had sufficient discussion, but they may not delay opening a vote for more than seven days from when the motion to vote on the proposal was seconded.

(2) In order for a proposal to be brought to vote, a citizen eligible to vote on that proposal must make a motion to vote, and another such citizen must second the motion. A motion to vote may only be made by the initial author of a proposal unless the initial author is no longer a citizen or has not posted on the off-site regional forum for more than seven days without posting a leave of absence. Only the citizen who made the motion may withdraw it, unless that citizen is no longer a citizen, then the Speaker may withdraw the relevant motion.
