We, the Warzones, under the common goal of working against those which actively promote harmful ideologies, especially those that attempt to gain a foothold in the Warzones, along with promoting action against these harmful ideologies, have chosen to join together to form the Warzone Human Rights CommissionArticle I - The Warzone Human Rights Commission1. The Warzones hereby form the Warzone Human Rights Commission, which shall act as the center of all actions within the Warzones in terms of this treaty.
2. The Warzone Human Rights Commission shall be made up of one representative from each member region, with the representatives being selected individually by each signatory government as they see fit.
3. The Warzone Human Rights Commission shall have the authority to accept or reject prospective members, accept or reject amendments to this document, classifying military acts as official actions of the Commission, acts determining the internal procedure and matters of the Commission, classifying regions as harmful and/or oppressive or non-harmful and/or non-oppressive, and ejecting members of the Commission.
4. The Warzone Human Rights Commission shall perform all actions by having a two-thirds (2/3rds) majority vote, in favor, unless otherwise specified by this document.
5. Any member of the Warzone Human Rights Commission may propose any matter for a vote to the Warzone Human Rights Commission.
6. Internal Procedure for the functioning of the Warzone Human Rights Commission shall be determined by the commission at a later date.
7. The Warzone Human Rights Commission shall meet on the off-site forums of Warzone Sandbox which shall be located at:
http://nslazarus.com/archive/Warzone_Sandbox/index/ .
8. All voting matters shall be kept private for one (1) calendar year, unless extended by the Commission, only information regarding the outcome may be released.
9. Operations to be designated as official must meet the following requirements:
i. Have two or more signatories of this document participating in the operation.
ii. Have the assent of the signatories participating, along with the other organizational regions of the operation.
Article II - Obligations of Member Regions1. Member regions are hereby are required to recognize the signatory regions as sovereign entities and shall recognize the member government as the only legitimate government of that region.
2. Member regions shall be required to not have any diplomatic ties with any region designated as oppressive or harmful by the Warzone Human Rights Commission.
3. Member regions shall be required to not have an embassy with a region designated as oppressive or harmful by the Warzone Human Rights Commission, except where the cancellation of those embassies would prove such a security risk or bring undue harm to signatory region.
4. Member regions are requested to participate in operations designated as official by the Commission,provided such participation would not place an undue burden on signatories' resources.
5. Member regions are requested to participate in operations to protect the other signatories, should they have the military and security to do so, especially in the case of an oppressive/harmful designated region being the belligerent region.
Article III - Restrictions on the Warzone Human Rights Commission1. The Warzone Human Rights Commission may not form or have it's own military.
2. The Warzone Human Rights Commission may not be considered above the laws of any of the signatory's government.
3. The Warzone Human Rights Commission can not act as a general government or entity for all Warzones, and may only act for the Warzones in-so-far as this document has granted them.
4. The Warzone Human Rights Commission may join any organization with a similar goal to the goal of the Warzone Human Rights Commission to represent the Warzones in this facet. However it must receive unanimous consent from all signatory governments and pass as an internal measure in the Warzone Human Rights Commission.
Article IV - Joining and Leaving this Agreement1. After the initial signing of this agreement any Warzone government may join at their own discretion by following the following procedure:
i. Passing this document according to their local laws on interregional treaties.
ii. Sending a representative to the forums listed and notifying the Commission of the passing of the treaty locally.
iii. Another Commission member sponsoring their application
iv. After a vote of two-thirds (2/3rds) super-majority vote, in favor, of accepting the new member.
v. Should the vote end in favor of admittance, the new government shall be considered a member of the Commission.
1.1 Any Region wishing to join after ratification must meet all of the following requirements prior to joining the Warzone Human Rights Commission after it's signing:
(a) Is a Game-Created Warzone
(b) Contains a government
(c) The Government has existed for at least six (6) months continuous reign or have eight (8) World Assembly Delegate Endorsements
(d) Not have a government claiming authority of that Warzone in the Commission already.
2. Any region may leave the agreement voluntarily or be ejected.
2.1 For a region to voluntarily leave the Commission it follow the following procedure:
i. Repeal this document in accordance with their local laws and regulations
ii. Send notification to the Commission of their repeal of the law
iii. After three (3) days the region shall be considered withdrawn from the Commission, however should the region re-ratify this document before the end of the period then the government shall still be apart of this commission, but shall lose any special status previously conferred
2.2 For a region to be expelled from the Commission it the Commission must follow the following procedure:
i. A member must request a motion of expulsion against a member and state publicly its reasons for doing so.
ii. The motion must pass with a super-majority vote of two-thirds (2/3rds) in favor of the motion.
iii. After the passing of the motion the Commission has three (3) days to render a termination notice to th regional government, either on the expelled region's forums or on that region's RMB, notifying them of their expulsion. Should no notice be posted within those three (3) days, then the signatory is not expelled.
Article V - Amendments
1. This document may be modified by following the following procedure:
i. The Warzone Human Rights Commission must approve it by a minimum of a two-thirds (2/3rds) super-majority vote in favor of the amendment.
ii. After approval of the Commission a minimum supermajority of three-fourths (3/4ths) of the signatories must also ratify the amendment according to their internal procedure.
iii. Should the requirements in the above sub-section be met, any signatory which failed to initially ratify the amendment shall be given one (1) month to ratify the amendments, should the signatory fail to ratify the amendments for whatever region, that signatory shall be considered withdrawn from the Commission, although that member does not need to follow procedure in Article IV, Section 2.1.
Article VI - Ratification1. The governments of Warzone Sandbox, Warzone Asia, Warzone Europe, Warzone Africa, and Warzone Airspace (or the Interim Imperial Government of Warzone Sandbox, the People's Republic of Warzone Asia, the Dominion of Warzone Europe, the Bannana Republic of Warzone Africa, and the Sky Realm of Warzone Airspace respectively) may ratify this without having to initially meet the requirements laid out in Section 1.1 of Article IV.
2. The Warzone Human Rights Commission shall be considered ratified, and shall become binding law in the signatory regions upon four (4) of the five (5) listed Warzone above passing this law according to their internal procedures on ratification of interregional treaties. After this becomes binding the remaining Warzone Government shall have one (1) calendar month before Section 1 of this Article becomes null and they must apply under the entirity Article IV, Section 1
