Declaration on the Procedures and Functions of the Interim Imperial Council (Decree 011)

In order to further allow the region to function during this period of interregnum where the government of the region is virtually undecided, I hereby set this decree to be the working document of the Government of the Interim Empire until further notice.

The Interim Imperial Council
1. The council shall be made up of no less than three (3), and no more than five (5) seats.
2. The seats must be filled by citizens of the Interim Empire
3. Each member of the Interim Imperial Council shall have a general duty to perform, along with the duties that come with the Interim Imperial Council.
4. The Interim Imperial Council shall have the authority to create and establish laws pursuant to sections nine (9) through fifteen (15) of this act.
5. Each member shall be tasked with specific responsibilities. All members of the council shall jointly work together in these duties, but also have a general focus to help lead the community.
6. The members of the Council shall be appointed by the Imperial Chancellor and shall serve at the leisure of the Imperial Chancellor
7. The members of the Interim Imperial Council shall be called Imperial Commissioners, herein referred to as Commissioners.
8. The seats may or may not be filled, but there must be at least three to five seats available.
9. The Imperial Chancellor shall act of the Speaker of the Imperial Council, however the speaker shall have no vote unless the Imperial Council is evenly divided. If the Imperial Chancellor decides not to act as speaker they may appoint a citizen of the region, that is not a Commissioner, to the position.

Legislative Process
9. The Interim Imperial Council may write and pass directives, titled Directives of the Imperial Council
10. Any member of the Interim Imperial Council may propose a bill to the Interim Imperial Council to have debate and discussion.
11. After a period of forty-eight (48) hours for debate, any Commissioner may make a motion on the bill. After which the motion must be seconded by a Commissioner before the end of the calendar month.
12. If the bill has a motion to vote, and it has been seconded, then it shall become open to a vote of all Commissioners. This vote shall last until a week since the vote began or until all the Commissioners vote.
13. At the conclusion of a vote the Speaker shall announce the outcome. If the councilors are evenly divided the Speaker may issue a vote after the end of the vote, which shall end the split. If the bill gets two-thirds (2/3rds) simple majority, in favor, then it shall be considered passed. If it fails to get that amount then it fails. If a bill requires in its text, or a previous Binding Directive requires it, then this requirement may become higher or more stringent.
14. After a Directive passes it shall go to the Imperial Chancellor for either signing or veto. If it is signed it becomes a Binding Directive and shall become equal to a decree, if it is not signed and instead vetoed it shall be an Advisory Directive and not have any force of law.
15. If a bill states that it shall not be binding, and has no binding language or nature, then the Imperial Chancellor does not have to sign it and it shall immediately become an Advisory Directive.

Powers reserved to the Speaker
16. The Speaker may expedite any bill during an emergency, after which the remaining period of debate shall be waived and any motion may be made on the bill.
17. The Speaker shall have the authority to interpret the procedures of the Interim Imperial Council as he or she seems fit.

Powers reserved to the Imperial Chancellor
18. The Imperial Chancellor has the sole right to dissolve the Interim Imperial Council.
18. The Imperial Chancellor has the sole right to amend their decrees.
20. The Imperial Chancellor has the right to issue laws and decrees regardless of the Interim Imperial Council.
21. The Imperial Chancellor, and his or her decrees and laws, shall have precedence over all directives issued by the Interim Imperial Council

Transition from the Assembly of Shells
22. All Resolutions passed by the Assembly of Shells and given the force of law by the Imperial Chancellor shall become Binding Directives and no longer be considered both Resolutions of the Assembly and Decrees. They may still be historically listed as both.

Classification of Directives according to the law
23. Binding Directives shall not be considered the same as Decrees of the Chancellor, and instead classified under their own section.
24. Advisory Directives shall be considered separate from Binding Decrees, and shall instead classified under their own section
25. Binding Directives and Advisory Directives may be both founder under a category titled Directives.

Transition from the Interim Imperial Council
26. After the Convention called by Decree 010 ends and a new government is formed this Council shall be automatically disbanded. Upon the disbandment of this Decree by this section occurring, the Interregnum shall end and the period of Transition shall begin.
27. Any laws passed by the Interim Imperial Council shall be handled by the Chancellor during the transition.
