Title 1. This shall be titled the Succession and Emergency Powers Act
Succession 2. In the event of the Imperial Chancellor either resigning or being unable or unwilling to fulfill all of the duties of the Imperial Chancellor then succession shall fall to the Imperial Chancellor's selected successor. 3. In the event of the selected successor being unable, or unwilling, to perform and fulfill the duties it shall pass to the heads of any form of Ministries or Departments formed by the Imperial Chancellor, with the longest serving head being offered first. As such this shall be in descending appointment date. 4. In the event of the heads of any ministry being unable, or unwilling, to assume and fulfill the duties of Imperial Chancellor then it shall fall to the Head of any form of legislative assembly within the region. 5. Should the the person specified in section 4 of this act be unable, or unwilling, to perform and fulfill the duties of the Imperial Chancellor then it shall fall to the citizens of the region to elect a new Imperial Chancellor to the position. The elections themselves may not last more than one (1) week and the entire process must conclude within one (1) month. 6. Should no one stand for election, or the elected person be unable, or unwilling, to take the position then the residents of the region shall be allowed to elect a new Imperial Chancellor, following the same restrictions imposed upon the citizenry in section 5 of this act.
Emergency Succession and Powers 7. In the event of an emergency or raid where the delegacy is lost, any person listed as a potential successor by this act may take control as the Acting Chancellor and shall have the authorities of the Imperial Chancellor, excluding declaring creating, selecting, or otherwise choosing a new Imperial Chancellor, modifying any laws or acts instated prior to the emergency without an explicit clause allowing an Acting Chancellor to amend or change that law or act. Any acts, decrees, laws, or statements issued by the Acting Chancellor shall be null and void upon the return of the Imperial Chancellor. Further should a person higher up in the chain of succession return they shall have the authority to take over the position of Acting Chancellor until the return of the Imperial Chancellor. The Acting Chancellor may also hold the World Assembly Delegate position if the Imperial Chancellor is unable to return to the region. Should the succession portion of this act be invoked then the Acting Chancellor shall keep their position until a new Imperial Chancellor has been selected in accordance with this act. This section may not be invoked if the Imperial Chancellor has not been inactive for at least three (3) days prior to the emergency, unless there is no current sitting Imperial Chancellor.
8. Each potential successor listed here shall have a time limit in which they must respond in the affirmative that they wish to take on the position of Imperial Chancellor. The time limit given shall be two (2) weeks, from the time they would be eligible to take the position in accordance to the act. Should the person fail to respond in the affirmative then they shall be considered unwilling for the position. Should the successor's nation leave the World Assembly for any reason during those two (2) weeks, excluding for the retaking of the region after a raid, or should they vacate the region and fail to return within one (1) week after a raid, or if they are unable or unwilling to join the World Assembly then they shall be considered unwilling for the position. In such an event the next successor may take over
Definitions 9. Unwilling shall be considered lack of response in the affirmative, leaving the World Assembly during their time period, without the intention of moving it to another nation to retake the region in a time of emergency, or not putting World Assembly status on a nation during the two weeks or after acceptance.
10. Unable shall be considered the inability to join the World Assembly, inability to keep their World Assembly nation within the region, or not being a citizen of the region.
11. Resignation shall be considered a written or verbal statement given by the Imperial Chancellor with the intent to vacate their position. Resignation may also be triggered by resigning from the World Assembly without the intent to retake the region during an emergency or having their nation Cease to Exist.
