Official Constitution of the Union of the Yulb

Preamble:
The Union of the Yulb (hereafter "The Union") has so far existed for over two months. Throughout this time, it has governed itself with surprising success, despite the fact that no exact guidelines for governing have been exacted. Also throughout this period of time The Union's existence the idea of writing a constitution has been brought up many times. The original plan for writing up a constitution was to have each nation contribute to it. However, the plans for writing one up have largely been neglected and ignored. In the meantime, legislative procedures have informally been formed. I now take it upon myself to formalize these unofficial procedures in this document.

I: Declarations of Rights of Members

1. "Member" defined as any nation (and it's representation) that has resided in the Union for a minimum duration of one (1) day. Nonmembers defined as any nation (and it's representation) not residing in the Union.

2. The Union shall not restrict the ability for a member to vote on a World Assembly or Security Council proposal.

3. The member elected Chairman is free to appoint another member to an administrative position.

4. The member elected Chairman is free to strip a member currently in an administrative position of power.

5. The member elected Chairman is free to modify an administrative position of a member.

6. Any member promoted to an administrative office has the right to exercise his or her power to the fullest extent.

7. Any member is permitted to speak freely at the Regional Meeting.*

8. Members are free to leave the Union.

9. Nonmembers are free to join the Union.**

10. Members are permitted, but not required, to join the World Assembly.

11. Members have the right to freely publish fact-books and dispatches.

12. Members have the right to post a dispatch onto the Union of the Yulb bulletin.

13. Members have the right to remove any dispatch from the Union of the Yulb bulletin.

14. Members have the right to form other nations in the Union of the Yulb.

15. If two member nations are controlled by the same government, only one is allowed to vote in polls.

16. Embassy regions shall be provided with the right to speak at the Union Regional Meeting.

17. Members may freely give out endorsements to other nations.

18. Members have the right to publish World Assembly proposals.

19. Members have the right to publish Security Council proposals.

20. Members may freely send out telegrams to other members.

21. Members may freely send out telegrams to nonmembers.

22. Members may freely send out recruitment telegrams to nonmembers.

23. Members may freely send out campaign telegrams to nonmembers.

24. Members have the right to petition the government.

25. Members have the right to run for Chairman.

26. Members have the right to vote on any legislation.

27. Members have the right to propose legislation.

28. Members have the right to request a repeal of a legislation.

29. Members have the right to vote for Chairman.

30. If a legislation passes making past local legislation in the member nation illegal, that legislation may be grandfathered

31. For anything not explicitly stated in the legislation page or this constitution, the power to make the decision resides in the localized government.

II: Legislative Procedures of the Union
IIa: Current Legislation:
All Legislative Decisions on this board, that are not explicitly stated to be repealed, are active for the Union. In accordance to UYL:6a, members that do not comply with legislation are immediately banned from the Union.

IIb: Passing New Legislation:
1. A member may propose a legislation at the Union Regional Meeting.

2. After a member has proposed a legislation, it may possibly be amended and/or rephrased to avoid ambiguity and confusion.

3. After the amended legislation is proposed, a polling officer is expected to create a regional poll for the legislation stated.

4. The poll duration is required to be a minimum of three (3) days, for accurate data collection.

5. Once the poll is over, and the votes are tallied up from the poll, the legislation proposed is either passed (and added to the legislations board), or are deleted and ignored completely.

6. If a legislative decision does not pass, it may not be proposed again (by any nation) for a minimum of thirty (30) days after the first poll ends.

IIc: Repealing Legislation:
1. If a member finds a legislative decision undesirable, they may propose for [the legislative decision] to be repealed.

2. The member should then organize a case against the legislation they wish to be repealed. The member who originally proposed the contested legislation may wish to present an opposing case.

3. A polling officer should then create a non-biased poll for the decision about whether the legislation should be repealed.

4. The poll duration is required to be a minimum of six (6) days, for accurate data collection.

5. Once the poll is over, and the votes are tallied up from the poll, the legislation contested is either rendered null and void (and crossed out from the legislations board), or is ignored completely, with the contested legislation still being in effect.***

6. If a repeal does not pass, the law in question may not be contested again (by any nation) for a minimum of sixty (60) days after the first poll ends.

7. Note that a repeal counts as a legislative decision; As such, a repeal can be repealed, reinstating the original law repealed.

III: Running for Chairman
IIIa: The Worker's Party
The Worker's Party is currently in control of the majority of the government. The Worker's Party believes that everyone should get a vote, and should share power. A member has the right to run for Chairman of the Workers Party, or may wish for a different administrative position.

IIIb: The powers, rights, and responsibilities of the Chairman of the Worker's Party
1. The Chairman has the power and right to appoint or dismiss a member from an administrative position.

2. The Chairman has the power and right to modify any administrative of government position.

3. The Chairman has the responsibility to regulate and stop the abuse of power by members with government positions.

4. The Chairman has the responsibility (and power) to ban members who are disruptive and overall detrimental to the Union, along with border control officers.

5. The Chairman has the responsibility to represent the Worker's Party of the Union in the World Assembly.

6. The Chairman has the right to change the World Factbook entry for the Union.

7. The Chairman has the responsibility to be alert to changing diplomatic situations, and react to them.

8. The Chairman can have the power to unilaterally pass, repeal, and enforce legislation. This is why members should be very careful in electing a Chairman.

IIIc: Running for Chairman
The Worker's Party supports the peaceful transfer of power from Chairman to Chairman. A member who has the most endorsements is elected Chairman. A member running for Chairman may campaign to become Chairman. This campaigning is recognized as a right of members, as detailed in Section I.
A Chairman may stay in power for as long as they have the most endorsements in the Union.
In the event that a non-Worker's Party candidate ascends to power, this constitution is declared null and void.

IV: Amendments
In order to amend or replace this document, legislation to amend the Yulb Manifesto must be passed in accordance with the procedure detailed in Section IIb. However, the poll must run for seven (7) days, rather than the usual three (3) days.

*Noting that a communications officer possesses the right to suppress any post on the Regional Meeting.
**Noting that a border-control officer possesses the right to restrict immigration. Also noting the possibility of nonmembers with hostile intentions joining.
***Note: The repealed legislation will still stay on the page, but will be crossed out. This is so that a legislation incredibly similar to the one repealed is not passed, and so that the content of the repealed legislation is still available.
