That's the NLO Phoenix. Voted, btw It's not the NLO flag, it's literally a variation of the Phoenix used on the Flag of Phoenix, Arizona It's the Phoenix the NLO used.

As the designer of that flag, I can tell you that it's more than just that. I commissioned it in a flag thread, and based it off this design: It's not just what the NLO used, it's not tainted like a swastika, it's just a phoenix design.

The phoenix from the logo of Phoenix Arizona is the NLO one, but the one in this flag is not. I still disagree with a Japanese flag because the Chinese and Japanese do not like each other and this region is Chinese themed.

Used that for a region concept, and then a forum skin though. Would re-use it as my nation flag, if I didn't find Darth Kitty amusing and awesome.
