If by make peace you mean a treaty of non-aggression, the GA does have the power to ratify/repeal it. So may I request a further clarification over your statement of having "control over embassies and general foreign policy"? |

Yes. The GA would have the power to vote over embassies and peace talks. E. g Roger wants to talk with balder. The GA has to approve |
