S. Colbert#5753	Hello fellow revolutionaries. I am Communist Stephen Colbert, Hero of the Revolution of The South Pacific, Vox Populi of Lazarus. I bring to you today, a most important work. The Minnow Manifesto. For many updates the minnow has been oppressed on Nationstates. Now one may ask, what is the minnow? Well, well, the minnow is, in functional game terms, the lowest level of influence in a region. However a minnow is much more than that. The minnow is a player. Any player. You and I are minnows. Even the Glorious Chairman Milograd is himself a minnow. Together all minnows compose the proletariat constructs of their respective regions. Historically speaking, the minnow has, despite it's apparent power, been abused and exploited by imperialist forum governments. It is because of this that the Glorious Chairman Milograd began the Revolutio Infinitam. A movement for the liberation of all minnows in Pacifica. It is the will of the Glorious Chairman for every GCR to fly it's very own red banner. Why, The South Pacific and Lazarus have already achieved this goal. The South Pacific Socialist Republic and the People's Republic of Lazarus respectively exercise the highest freedom, activity, and happiness under their own locally appointed Chairman. It stands to ask, why doesn't every region in NS adopt these systems if they are so good, well I'll answer that. Most regions, including GCRs, are under the control of oppressive air rackets based from illegitimate forum governments. Many of these false organizations feign democracy in an attempt to fool the minnow, but at the end of elections the same few oligarchs have simply switched seats. This system angers the Glorious Chairman, and is a blatant abuse of the minnow for power and influence. Why, these atmospheric mafias enforce harsh endorsement caps upon the minnow, and any who speak out are either ostracized or banjected. The oligarchs and their mercenary armies rely of propaganda and intimidation to keep the proletariat of their region in line. Some regions take this aerials abuse to absurd levels with imperialist policies. Namely, the New Pacific Order. These regions seek to not only abuse and exploit the proletariat of their region, but to force their sordid, base cultures upon the people's of other regions. It is the first and foremost priority of the proletariat to eradicate such constructs. This is the past of the minnow. This day and the next shall see the freedom of all who are oppressed. The airgangsters shall be deposed, and the banners of red shall flutter on. This is the will of our Glorious Chairman Milograd. He only ever wanted to see us free, and that we shall be.

Granted we have been without contact with him for some time, but he is always with us in spirit. Guiding this proletariat to victory always. The South Pacific Socialist Government has stood for over two years now, and it shall stand for years to come. The People's Republic of Lazarus is obviously still here, too.
