There is an argument to be made that specifying we're defender would also prevent the LLA from participating in an invasion of a raider region. Defender =/= invader. We should make clear that the LLA can invade regions Lazarus has declared war against. If we want to, we can also include the ability to invade raider regions that we haven't declared war against, though I don't recommend that.
