Some have suggested electing the executive offices of the Cabinet. How do people feel about this? I personally would prefer the Cabinet to be appointed with the possible exception of a few key positions. |

No. Many regions in the past have had major issues because the Delegate could not get along with the elected Cabinet. I had this problem myself, but luckily I was able to sack/reappoint ministers as I needed. By the way, we should probably amend the Cabinet to be called the "Council of the Dead." That was what spurred the entire idea for the constitutional theme anyhow. |

Also no. The Cabinet of a region exists to assist the Executive in carrying out his or her duties and responsibilities. Having a Cabinet member that can't get along with the Executive, or even worse, feels entitled to push their own agenda separate from the Executive, is unproductive at best and chaotic at worst. |

Obviously Intel/Security and Defense/Military (maybe even foreign affairs) ministers shouldn't be elected. But I think it will be more productive to elect the minister of communication (news), culture, etc. I am a bit iffy with regards to having a full cabinet appointed by the delegate and I think a little internal disagreement is always healthy, not to mention it will be more difficult for a tyrant delegate to stuff the executive up with "plants." |

The general idea behind electing ministers in TNP was the same as yours Harmoneia. People believed that some disagreement is healthy and that it's good to have the cabinet represented by the people. However some cabinets ended up basically falling apart after a few weeks because of the disagreements between members. |

Perhaps a compromise by having executive appointment with legislative confirmation (and maybe impeachment)? That way the executive is able to appoint those they trust but hopefully makes them accountable as well? |

I'd also be fine with confirmation votes, and I definitely think the Legislature should be able to boot Cabinet members by a simple majority vote.

If we do go with an elected cabinet -- which I don't think we should, and it looks like we're moving away from that -- I think it would be best to have the Delegate assign their portfolios. I think this is part of what has made an elected cabinet work better in The Rejected Realms than it has in The South Pacific, for example. I also think legislative confirmation of ministers appointed by the Delegate is a solid compromise. |
