Both an open legislature of all citizens and an elected one have been proposed. What do people prefer? I personally am in support an open one. I have found in my personal experience that they do a better job of getting people directly involved in a region's governance. |

I support an open legislature as well. In my opinion, it allows for greater activity on legislative matters, and gets people invested in the happenings and culture of the region. |

I support an elected legislature, personally, if only because I feel that it would allow us to better incorporate with the gameside, as one of my proposals has made clear. However, should we chose to require the legislature to be registered forum citizens I would absolutely prefer an open legislature. |

This is basically my feeling on it, especially as I don't support the idea of incorporating the game-side region into the legislature. |

Someone raised a fairly good point about bicameral legislatures on IRC a couple days ago (I think it was Cormac?). They tend to either be very inefficient or a way for the elite to keep their grasp on power whenever they're tried in GCRs. |

I'm not sure if I'm the one who said this, but it does basically reflect my views. Aside from the elite aspect, I've also found -- though primarily in UCRs, as I don't think I've ever seen a bicameral legislature in a GCR -- that trying to have two chambers in a legislature often leads to splitting activity between the chambers in such a way that neither is as active as you'd like them to be. |
