Some people have proposed that the military be part of the normal executive government under the Delegate, others have proposed it being lead by a separate, independent office. What do people think?

I personally have no strong feelings either way.

I believe the general of the army should be an elected cabinet member. However the army itself, including its general, should be autonomous.

I know it sounds contradictory, but the general of the army should be privy to the private goings on of the cabinet. At the same time I feel this would help keep the army in the loop when the executive gets unstable in any manner.

o/ Part of the regular executive. An RRA-type model is rather difficult to replicate, and I'm not sure if it would even be desired here.

Also, I think people are confusing how NS militaries and RL militaries operate in coup times...NS militaries aren't vast organizations with logistical support that can win/kill a coup >_> members make individual choices, etc.

When people say that the military should be part of the executive, does that mean only the head of military is appointed by the executive (not the entire command)?

If so, that'd be my ideal preference.
