Many people who were not previously in Lazarus or part of the Peoples' Republic of Lazarus are wishing to join the region now. Should we let them in and grant them citizenship despite never being in the region before? |

Depends on if you want numbers or not. If you want less numbers, definitely choose the latter. But in this particular situation, I'd choose the former. I am reminded of TEP, to be honest, during The Empire (no offense to anything or what not). Those who weren't citizens prior to the coup ended up helping us by adding input to the Concordat. I mean, you can do what you like, and I dunno if I'm doing anything other than adding opinions and watching things develop, but my suggestion would be do the opposite of what the current regime does. If they're restrictive, be a bit liberal (within reason).

According to the Constitution, the Chairman (or their designee) approves or denies Citizenship...but there is no legal Chairman at this time. I mean, I suppose you could overlook that legality, but if you're looking to keep things completely legal it would be best to wait until there's a new legal Chairman. |

Oh. Then in general, I don't understand why you wouldn't. In fact, considering that this may be a very long-term conflict, bringing in new Citizens is vital to maintaining an air of normalcy and providing a viable alternative to the Stujenske regime. |

Obviously I'm not a citizen, so my input could likely be taken with a grain of salt, but I think from an outside perspective, Wintermoot is definitely correct. |

I am in agreement with Wintermoot as well. I for one intend to retain citizenship and active participation to Lazarus — when Lazarus Underground wins — even at the conclusion of this conflict. |

You'd be better off trying to recruit nations that are already in the region (esp. WA), to compete with Stujenske for native support, than brand newcomers "interested" in the situation. A lot of the latter group are going to show up, as they always do when there is a power gap, but accepting them may prove to be more of a liability (because of their interests, or because of the PR impact of having many people who did nothing for the region until now - i.e., foreigners) than a resource. |

If we begin to restrict basic Citizenship out of a sense of paranoia, the Underground State will slowly wither and die as the conflict drags on, as apathy sets in, and as current Citizens get busy in real life or other commitments, as they do all the time in NS. As it stands, the vast majority of foreigners have stood in solidarity with this government, and they and other newcomers could play a valuable role in keeping the community active and vibrant in ways that it wasn't even before the coup. It would be a shame to spurn them for wanting to be more involved. |
