The Undead Dominion of Lazarus Sepulchre Procedures Act The High Sepulchre enacts: PART I — PRELIMINARY Section I. Purposes The purpose of this Act is to: A. Formalize the rules of order in the High Sepulchre. B. Provide a series of steps for a proposal to be enacted. Section II. Commencement A. This Act comes into operation upon passage. PART II — ACT Section III. Proposals A. Any Councillor of the High Sepulchre may submit a proposal to exercise a power of the High Sepulchre, by presenting it in the dedicated location for discussion of the legislature. B. The King of the Undead may submit a proposal relating to the creation, modification, or dissolution of Unholy Cathedrals in the dedicated location for discussion of the legislature. Section IV. Debate A. A debate period of no less than three days will begin at the time a proposal is appropriately submitted to the High Sepulchre. B. The minimum time allotted for the debate period must pass before a motion can be made on a proposal. C. The Councillor who introduced the proposal shall have the sole right to modify or withdraw it at any time before the proposal is put to vote. D. If a proposal is not discussed for 14 contiguous days, the Regent may withdraw the proposal. Section V. Motions A. A Motion to Vote requires a second to carry, at which time the Regent will initiate the voting period for the proposal. B. A Motion to Table requires a second to carry, at which time a 48 hour period begins where a Councillor may make a Motion to Oppose. C. A Motion to Oppose requires a second to carry, at which time the Regent will immediately initiate the voting period for the proposal. D. If the 48 hour period, after a Motion to Table is carried, passes without a Motion to Oppose being seconded, the proposal will be said to be withdrawn from the High Sepulchre. Section VI. Voting A. The Regent will initiate all voting periods for proposals in the High Sepulchre, but may delegate this responsibility to another Councillor appropriately. B. A voting period must be initiated no more than 3 days after a Motion to Vote has carried. C. The voting period for a proposal will last no more than 5 days, but may be closed early by the Regent if all votes have been cast or the outcome of the vote is certain. D. Councillors may vote Aye, Nay, or Abstain during the voting period. |
