Regarding Our Mandate; A discussion on reform

It has been blatantly apparent the last several months that our region has been stricken with discrepancies, ambiguities, and just all around problems regarding our Mandate. Over the last week or so that has been taken into account via a discussion on direct reform, or rewriting, of our constitution entirely. This is something I would like to address before the Council, so that we may collaborate and swiftly decide what we are to do. There is no question that we need some sort of action to rewrite our Mandate, but this presents quite the crossroads for our region, especially considering the recent events regarding the coup conspiracy.

Multiple people have proposed a change in theme, perhaps even a reform to the structure of the region. I know a lot of us have ideas, but in the end we certainly need a plainly written, efficient, and effective constitution so that we do not run into the multiple issues we have recently again.

Honestly, I'm really leaning towards drall's edits if we even have to choose one... Funk, that copy you've created is really borderline ""dictatorship"" in my eyes, and I wouldn't be comfortable under that in any situation...
Benevolent dictatorships are the name of the game when it comes to GCR delegacy's. It may seem "unfair" or even somewhat "corrupt", but it almost never is. The delegate should have the ultimate ability to change the region for the better. And being a GCR with no founder, the delegate is the de facto dictator of the region, that is just by the mechanics of the game. It's the reason why coups and coup attempts are taken much more seriously.

As for the proposed mandates, I'm leaning more towards Funk's idea and theme for government. I don't understand why the head of government and state were separated in the first place, both of those should be the delegate imo.

This is not progress, nor is this for the greater good. This is a shameless, disgusting, disdainful slap in the face to Lazarus and the ideals of democracy we spent 2 years building. Democracy isn't being cancelled here. I'm certain that it isn't Funk's or his government's intention to silence dissenters with this new mandate. They just saw a problem and are making solutions to solve them. We're all just talking as citizens of this region to see how to better it with the ideas presented here. If you disagree, it is your right to do so, but you can't go around making accusations that Funk is ruling with an iron fist, when he's giving us the chance to discuss the ideas he has for the region to move forward.

If he doesn't intend to silence "dissenters", why is he banning those who are partaking in the "coup" and even those who have not chosen a side?

Innocent until proven guilty. Right now, they don't even have the ability to speak here, a clear violation of their rights. And now, Funk tries to push this under their noses, trying to seize power.

I'm not even going to go into the philosophy of this, because of how convoluted it can get fast, so I'm just gonna ask for citations.
