SYSTEM OF GOVERNMENT The High Kingdom uses a hybrid system of government combining elements of the former High Kingdom, the former United Kingdom of Heimar, and the former United Republic of Hawkwick, it's spiritual predecessor. The basis of the government is the High King, who serves as the chief executive and heads the High Council, who in turn each lead a specific aspect of the government. The management of parliamentary duties, including the drafting and proposal of laws and regulations, is however up to the Head of the House of Commons, known as the High Chancellor. The House of Nobles, on the other hand, is controlled by the High Minister, a member of the Circle appointed by the High King. The House of Nobles is in charge of military legislation. Unless a 95% majority is reached in the House of Commons, decisions performed by the High King or the High Minister cannot be over-ruled. The Role of The High King. The High King, in addition to appointing the High Council, is also the chief executive of the government, heading the entire executive branch and turning bills into laws. Additionally, the High King is the leader of the Armed Forces, although a member of the High Council, the Supreme Commander, is traditionally in charge of the day-to-day operations of the military. PARLIAMENT ![]() THE HIGH COUNCIL The high council is a group of advisors appointed directly by the High King. They include: High King (Chief Executive and Monarch): Magnus II Ulfbert High Warrior (Supreme Commander of the Royal Armed Forces/Ruhmacht): Janus Wulfar High Minister (Head of the House of Lords): Jakob Kessler High Councilor (Head of the City of Volunruud): Varamir Valskar High Whisperer (Director of DRAGON): Evelyn Jensen HOUSE OF COMMONS The People's Congress is made up 1,418 members elected every five years. The nation is divided into 25 administrative sections and each section receives an amount of representatives correspondent to the population. To stand for election a person must meet the following criteria 1. They must have celebrated their 18th birthday. 2. They must have passed the political candidate competency test. 3. They must have passed the historical candidate competency test. To vote in the House of Commons election a person must meet the following criteria. 1. They must have celebrated their 18th birthday. 2. They must have lived in Hawkwick for at least 2 years. Several parties exist in the House of Commons, although the number is still quite small due to it's infancy. HOUSE OF NOBLES The House of Nobles is made up of 25 chosen representatives, each with a formal title in control of one of the administrative sections (fiefs). To be eligible to go onto one of the lists a person must meet the following criteria: 1. They must have passed the historical competency test. 2. They must hold the title of the fief. 3. They must have sworn fealty to the High King (AS OF 2019) |
