To:- The government of Gondor

On behalf of the League of Monarchs we thank you for your application to join.

In order to allow the membership to vote on your application it will be necessary for us to meet for discussions to allow me to report back to the others. I am delighted that this task has been allocated to my nation and in turn my wife Queen Sonia has allocated the task to me. I will be delighted to meet at your earliest convenience and hope things go smoothly.

With Deepest Respect

Crown Prince Richard

Richard had managed to persuade the Queen to let his niece Paige come along on the trip, she was a raising star in the royal family, 19 years old, already a reservist in the Navy, and dedicated to a great many good causes. Sonia was keen on her gaining more experience of international politics and having returned from DEN the Queen was only to happy to let her travel with her uncle. "Well thanks for spoiling my University vacation" she said as she shut her laptop down giving Richard a broad smile. "I mean I could have been out on a girly night out but instead I'm about the meet some King."

"You'll enjoy it" Richard said handing her a coat that she slipped on over her white shirt, strangely for a woman she'd chosen to wear a tie, apparently it was "all the trend", so Richard had just shrugged his shoulders. Paige followed her tall uncle out of the aircraft where they found an official looking man, "Excuse me" Richard said, "Where here on behalf of the League of Nations, I believe we're expected."

Prince Edward was the man who they greeted, and he smiled when Richard came up to him. He was a stout, but a man of large stature in character. He was a man that was well-loved by his people, often attracting attention due to his black hair and stormy-gray eyes. He was a young whippersnapper of 26 years old, and the spring in his step showed it. He had little political experience, but was eager to learn how to parley diplomatically. He examined the figures before him: one a tall man with chiseled features in his face and the wear and tear of diplomacy, and the other, however, was a very young girl, who strangely was wearing a tie. Kids these days.

"Hello, yes you are expected. I'm actually here to take you to the palace, and I'm Prince Edward. I will be meeting with the both of you, as I regret to inform you that my older brother, King Eldarion, is in the Greater Khanate of Los Vatican on official state business. With that said, I can fully give you an understanding of the inner workings of my country. Welcome to Gondor, friends. If you will come this way, the limos are ready to take us to our destination."

" A pleasure to meet you" Richard said shaking hands firmly before his niece extended her own. "May I introduce my niece Lady Paige Karlsson, we believed it was time for her diplomatic education to begin, she's the vetren of talks in DEN so I think she's getting off to a good start, she'll probably replace me soon" he teased her. "Although clearly this being a meeting on behalf of the League of Monarchs it's just our job to gather information and the report back, so she'll have to keep all her ideas bottled up for now."

"What I think my uncle means is we have many questions that we need to find out answers for, but we hope that we can have a productive meeting for all parties involved." The young woman replied.

"See she already speaks more like a diplomat than me." Richard nodded approvingly. "She is right though we have many questions and I have no doubt you'll be able to provide us with all the answers. Now perhaps a way to start would be to ask if you have any questions for us about the League of Monarchs or any other matter of importance to you or your nation."

Edward smiled, and laughed a little. "There will be plenty of time for questions for both parties to ask and answer once we are in the Palace. In the meantime, enjoy the view of the city as we drive through. I hope you get a taste of our culture and enjoy your stay here I'm Gondor."

One thing that could be notices about Minas Tirith were the immense walls the surrounded the entire city, with several giant gates serving as both military checkpoints and entrances to the capitol. On top of the walls were SAM systems that were all an integral part of the missile defense systems protecting the city from a nuclear strike. The most impressive features, however, were the large towers, the tallest being some 100 feet tall, where the guards stood watch up high. Other than the outer defenses, the military was sparsely seen in the city itself. The streets were vibrant and full of business, entertainment, and fine dining. The citizens went about their daily business, having the freedom to do and live as they pleased. Gondorians, at least those in this city, lived in relative comfort and wealth.

The palace itself was in the center of the city, and was a colossus of a structure. The towers and buildings of this citadel were even taller and more vibrant than those along the wall. Royal Guard members patrolled the grounds around the entrance to the Palace extensively, and marched with precision in their routine gait.

As the limos pulled in to the palace parking area, Edward got out and bowed to his guests. "Welcome, honorable guests, to the Royal Palace as well as Minas Tirith, the City of Kings. Come this way, and we will get to business in the throne room. There our dialogue will commence."

The large gate to the palace was opened, and everyone went inside, taking in the sights of the marvelous architecture and art that was to be seen. The inside of the palce was a place unlike any other: there were murals of the ancient Burnzibarian clans of Samurai on the walls and ceilings, which told the story of how Gondor had come to be. The cultures of the East and West blended here, with the Western heritage of the Royal Family on full display with the portraits of past Kings and Queens on the walls, watching them with seemingly moving eyes as the passed. The palace was quite large and spacious, with winding stairwells and levels being observed every which direction. Servants attended to the palace, ensuring that everything was in working order.

Once they had seen all of this, the doors to the throne room opened, and this was the majestic part. Inside the throne room there were statues of the greatest Kings of Gondor, carved and hewn from the stones of the earth. Many marble fixtures and pillars were throughout the hall, and made everything that much more grand. There were two thrones: one black one at the bottom and to the side of the stairwell. This belonged to the Steward, the King's right hand man. Upon the top of the stairwell was a decorates white throne, elevated for its owner, the King. In the center of the room was a table, where they would meet.

"Please, come and sit. We have much to discuss. Would you fancy any food or drink? Our Royal chefs are some of the finest in the East, if not all of the known world. I would be delighted for you to try some of our native cuisine, though if you prefer we also have a global selection of fare available to be prepared at a moment's notice. With that said, my first and foremost question to you would be this: with the League of Monarchs being so extensive and diverse in function, how will the inner workings of the organization come together to form the central governing factors party to it?"

OOC- Sorry for the delay, been away a fair bit with work

Richard, being a military man himself appreciated the obvious dedication of the military they saw, he was even more impressed with the tower, it was much taller than anything in the capital back home, but being a largely medieval city they'd tried to maintain the feeling of it being a more traditional city. "So do these images portray an actual event or just act as decoration?" Richard asked as they made their way into the throne room.

Paige was more interested in the food however, despite her slim physique she was described by her aunt the Queen as being the "Royal Dustbin" for her seemingly never ending appetite. YOu could guarentee at royal feasts Paige would be first and last at the buffet, Richard had once described her as the "Buffet Special Forces" for her ability to be "first in, last out and to leave no sausage roll behind" As the offer of food was made it was clear Paige was not about to turn it down. "I'd be delighted to try something from your nation, after all if you're going to try something for the first time then its probably best to try the original thing." Paige said as they prepared to sit down.

Richard shook his head and smiled, Paige merely shrugged. "Yes, some food would be a rather good way to start thing. After that perhaps I could get to grips with some information about the government on your nation and answer any of your questions about the League."

OOC: A lot of the food in Gondor is pretty much Japanese because we share lots of culture with them.

IC: To answer Richard's question, Edward pointed to a mural on one of the walls near the table. It depicted a group of Samurai around a noticeably different man, who was signing a treaty and being crowned King. There was a light shining around the head of the newly crowned monarch, indicative of some sort of blessing from above.

"That, my good sir, is a mural of the founding of Gondor itself. There was a man by the name of Halabar Ericsson that came to Burnzibar, the name of the land before it was Gondor. He was a rich western immigrant, and came to this island not knowing the structure of the tribal life. He used his wealth and power to climb the tribal ladder, eventually becoming the first Caucasian Burnzibarian War Chief. He became War Chief in 1610, and later set up a meeting of all the major tribal leaders in order to consolidate his position among them. Don't mistake him for a power hungry man. He came to learn and understand the tribal way of life and was well loved by the people. He saw, however, the brutality of the Tribes toward one another, and it was his ambition to bring the Tribes under one banner, and in 1613 he began the Ten Year's war to conquer the Tribes who wouldn't bend the knee to him. After 10 years of brutal war and thousands of lost lives, the Treaty of Jurnia was signed, founding Gondor. It would take another three years for him to become King in 1626, but everything you see is true. All of this is an a rather artistic interpretation of Gondor's early history."

He then motioned for the servants bearing the trays of food to come forward, which was all made of fine silverware. The trays had covers on them to surprise their guests, and they were set before the Prince and Lady with grace. The covers of the trays were lifted, and the food was laid out before them.

"As to your food, we will start you out on one of our most famous dishes: Tempura. It is deep-fried Tempura fish with some fried vegetables on the side. I hope you enjoy it. Be also sure to try the sides of Ramen and Sushi on the smaller plates for your additional consumption. For drinks we have fine wines, beers of all brews, soda, and just about anything under the sun."

Prince Edward then sat down at the table, and began to eat a Kobe steak, cooked medium-rare to perfection. He exclaimed with pleasure as he bit into the juicy meat with its characteristic red color. Each bite was a chewy, delicious heaven to him. He sipped a glass of well-aged red wine between bites of food, and eventually cleared his throat to speak after a few mouthfuls.

"Excuse my appetite. Our government structure is quite simple. Gondor is an absolute monarchy, though the King is no tyrant. The King is the first in command, but the Steward deals with the everyday affairs of the Kingdom alongside the Council-General, who are appointed ministers in charge of defense, economics, historical records, and international relations."

"May the Goddess bless this food with her beauty, kindness and love and make our world a better place. Glory to Venus" Paige said with her eyes closed in a whispered tone barely audiable.

"Glory to Venus" Richard said a little louder along with his niece.

"Tempura" Paige said picking a piece up carefully. "We have a place that does this stuff on campus back home, however I'm pretty sure the chef has never been to Gondor." she took a bite enjoying the vibrant but no to unfamiliar taste, "Certainly a better one that the Golden Inn." she said thinking of the place her and her friends often ate at University. "Hmmm" Paige said as she took another bite.

Richard shook his head in mock disbelief. "I must apologise for my niece, she takes the matter of food....and its constant supply rather separately. I think her auntie will look to arrange her a marriage with either a man who owns a chain of restaurants or something, it'd be the only way to keep up with her." She scowled at her uncle before popping in another mouthful.

Richard listened carefully to their host speak. " While your system and our own is not dissimilar, my wife has the final say shall over all aspects of the government however their is still a role for all citizens, we have an elected council that acts as a kind of advisor, they can vote on their displeasure for things and often my wife takes that into account, not always though. Is there any role for the average citizen in the running of Gondor, no matter how small?"

"Well, the government system that I just told you about is the national level. I should've mentioned that", he chuckled. He took another bite of his steak before responding, savoring the flavor.

"Gondor has Tribes, each of which controls a province. The tribal government depends on the traditions of the tribe. Some Tribes have elected councils, others have oligarchs, and yet even others have hereditary chieftains. The Tribes are free to make laws within their own provinces, so long as they don't directly interfere with Crown interests. The average citizen in Gondor doesn't have much say in the national government, but on the provincial level they are far more powerful. Even if the tribal government is an oligarchy or chieftainship, it has been observed that if the people get tired of that form of government, they will put in a new one. Citizens in Gondor are also allowed numerous human rights, and all races and manners of diversity are accepted here, though Gondor's population is human. We don't discriminate against anyone, and bigotry is frowned upon here."

"Glad to hear it" said Paige as she was still tucking into the food.

"I have hoped" said Richard "that this will be a two ways process, as much about you making sure the League is a good fit for your own ideas as much as you fitting into the League, so please feel free to ask me any questions you have. I'm guessing you've had a good look at the Charter, so hypothetically if you were admitted as a member what would your first act in the League be......of course if you've thought of that?"

OOC: The King has recently returned from the Khanate and is off from doing all his speeches on national news.

Just as Edward had opened up his mouth to respond to Richard's question, the doors to the throne room opened, and in came King Eldarion himself. The King was dressed in a crimson red three-piece suit with a red and black striped tie, and his hair was slicked into a combover, for he had just visited the Royal Barber. He bowed to the guests, and smiled. He came to a chair on the right side of his brother, and ordered himself a sushi platter. He looked to Prince Edward and asked him, "Pray tell, what was it that our honorable guest asked? I will answer his question as best I can."

Edward cleared his throat between the last bites of his steak, and gave an answer to his brother's query."Well, I just gave them a detailed explanation of how Gondor's government structure works, and Prince Richard and Lady Paige seemed to be well pleased. Richard would like to know what our first action would be as a member of the League of Monarchs. "

Eldarion looked at his brother, stroked his hair in thought, and sat there for a moment. He hadn't exactly thought of what they would do first if they were admitted into the LOM, but he had to have an answer. He pursed his lips and furrowed his brow as he pondered the answer he would give to Prince Richard and Lady Paige, as he wanted it to be a salient and relevant response. When he was done thinking, he turned his gaze to them and smiled brightly.

"First, I must say what an honor and pleasure it is to have you both here in Gondor. I hope you have enjoyed your stay so far, and if you should have any need, but ask me and it will be done. To put it candidly, I haven't honestly thought of what we would do when first admitted into the League of Monarchs, but I can say a couple of steps that Gondor would take off the top of my head. First, Gondor would be open to diplomatic relations and trade with any members of the LOM. Such relations would foster an effective and cooperative relationship between Gondor and other member countries. I also plan to sign the CETO Treaty, the brainchild of Queen Allison Cullen of United Moreland to show the world all the rich culture and history that my nation has to offer. Archaeology would flourish here in Gondor, as many precious artifacts have been lost over the centuries, and we would like international help to recover them. The people of Gondor would have much to gain from all of this: I recently had my eyes opened to the sufferings of my people. When I hosted the Vinitsian delegation, I told them that we were a prosperous nation. I was not openly lying, but simply wrong. My advisors have shown me just how poor some of the rural areas of this country can be, and it broke my heart. With an influx of trade coming into Gondor as well as international corporations that can offer jobs to people that so sorely need them, Gondor could return to the economic might it had in the 20th century in the reign of my Grandfather. You see, my father saw what was going on during the Cold War, and chose to isolate Gondor from the rest of the world. This choice led to economic recession, and the poverty rate exploded. We are just now beginning to come out of all of this, but the road to full restoration will not be easy. I will do whatever I can for the good of my people, and I firmly believe that Gondor joining the League of Monarchs would be a measure that future prosperity will look upon as a turning point in our history."
