
THE LEAGUE OF MONARCHS
The League of Monarchs is an organisation with many sub-organisations. It was formed on the 21st March 2016 when the organisations charter was signed by the nations of the Teutonic Union, Morheim and United Moreland.
The organisation has two levels of membership
FULL MEMBER - Open to monarchies only.
ASSOCIATE MEMBER - Open to any government type, similar to observer status in other organisations. Limited to joining three sub-organisations.
Sub-Organisations
The League Council (LC) - Main decision making and debating organisation. League of Monarch Intelligence Institute (LoMII) - Responsible for tackling international crime and terrorism League of Monarchs Economic Forum (LoMEF) - Responsible for promoting economic co-operation and trade The League of Monarchs Education & Culture Board (LoMECB) - Responsible for all education, research and cultural co-operation matters The League of Monarchs High Command (LoMHC) - Responsible for Mutual Defence and Military Operations (only open to Full Members) League of Monarchs Aid Organisation (LoMAO) - Responsible for Humanitarian Aid and Disaster response.
Charter of the League of Monarchs
The nations signing this Treaty hereby agree to establish the League of Monarchs (LoM), an organisation dedicated to peaceful co-existence and prosperity for all nations. The organisation has seven key aims.
1. Finding peaceful resolution to conflicts, and maintaining stability in the world. this will also include strengthening mutual confidence and friendship among the Parties.
2. Coordinating actions to combat international terrorism, extremism and cross-border crimes
3. Promoting effective regional and bilateral cooperation in all areas of common interest;
4.Creating favourable conditions for trade and investment, aiming for comprehensive and balanced economic growth, social and cultural development;
5. Expanding interaction in the fields of science, technology, education, health, culture, sports and tourism
6.Promoting exchange of relevant legal information and enhancing legal cooperation.
MEMBERSHIP
There shall be two levels of Membership.
1. A Full Member shall be any nation that has a form of monarchy and has received the approval of 65% of members. A full member is part of all organisations outlined in this charter and has the power to propose, debate and vote on any matter.
2. Associate Membership is available to any nation regardless of whether a monarchy or Republic. An Associate Member may join three organisations outlined in this charter, with the exception of the Mutual Defence section. They have the power to propose and debate but may not vote. They agree to abide by the charter sections relevant to the organisations they join. An Associate Member will be admitted with the approval of 65% of Full Members.
ARTICLE 1. - THE LEAGUE COUNCIL
1.1 A Council will be established which will be based in Thale, Teutonic Union.
1.2 Each nation shall appoint an ambassador to speak and vote (if a full member) on their behalf.
1.3 The Council shall act as an arbiter between nations.
1.4 Any nation may propose a resolution aimed at solving problems.
1.5 The League shall debate, amend and vote on resolutions.
1.6 It is expected that member nations act upon resolutions successfully passed.
ARTICLE 2 - League of Monarch Intelligence Institute (LoMII)
2.1 LoMII will be established in Lancaster, United Moreland. This organisation will be a conduit through which nations will share intelligence on terrorism, extremism and cross boarder crimes.
2.2 Each nation shall appoint a military officer to the LoMII
2.3 LoMII nations agree to extradite suspected criminals on presentation of an arrest warrant, evidence of probable cause and a guarantee that the following will not take place
a) Torture b) Unfair Trial c) Death Penalty
2.4 LoMII nations agree to undertake regular counter-terrorism exercises to maintain readiness
2.5 LoMII nations shall meet together during times of crisis to co-ordinate responses. This shall include the use of military force.
ARTICLE 3 -League of Monarchs Economic Forum (LoMEF)
3.1 League of Monarchs Economic Forum (LoMEF) shall be established in Queenstown, Morheim
3.2 Each nation shall appoint a liaison to the LoMEF
3.3 LoMEF shall meet at regular intervals to discuss economic co-operation.
3.4 LoMEF shall make recommendations for improving economic co-operation between member nations, however these recommendations shall be non binding.
3.5 A LoMEF nation's companies may invest in any other LoMEF nation so long as they meet the following criteria a) They are not deemed a risk to national security b) They comply with local laws including those connected to taxation c) They agree that at least 70% of their staff shall be recruited from the host nation within 3 years.
3.6 LoMEF nations agree that fast track visas for business purposes shall be arranged.
3.7 LoMEF nations agree to discuss the issue of sanctions before imposing any on any other nation, regardless of whether they are a LoMEF nation.
ARTICLE 4 - Expanding interaction in the fields of science, technology, education, health, culture, sports and tourism
4.1 The League of Monarchs Education & Culture Board (LoMECB) shall be established in Lancaster, United Moreland
4.2 The LoMECB shall be staffed by members of all nations.
4.3 The LoMECB shall organise the sharing of historical, scientific, technological and health information.
4.4 The LoMECB shall organise at least one joint scientific project each year.
4.5 Member nations agree to fast track visas for citizens of other member nations in so far as the person applying meets the following criteria 1. Does not have a criminal record 2. Is not deemed to pose a threat to the nation they are visiting. 3. Complies with all local travel restrictions/conditions
4.6 Every two years an LoMECB of sport shall be held with each nation taking it in turns to host.
4.7 - The LoMECB shall co-ordinate research into Space Programmes and share information between each member nation. This shall also include the sharing of facilities as requested and if practical.
ARTICLE 5 - Mutual Defence
5.1 The League of Monarchs High Command (LoMHC) shall be established with bases in each member nation
5.2 LoMHC nations agree to work together to defend each other, to this end an attack on one nation shall be considered an attack on all nations.
5.3 LoMHC nations agree to maintain a portion of their military on standby for deployment in times of crisis.
5.4 LoMHC nations agree to annual military exercises to promote co-operation.
5.5 LoMHC nations agree to an annual secondment of twenty members of each military branch being part of a secondment to every other LOHMC nation.
5.6 LoMHC nations agree to undertake talks on military procurement prior to any nation making decisions.
5.7 LoMHC nations agree to inform each other of military actions as soon as operationally practically.
5.8 - A Joint Planning Centre (JPC) shall be established in Morheim where each member nation shall base a senior officer to act as liaison between members Armed Forces.
Article 6 - Responding to humanitarian crisis.
6.1- Member nations agree to establish the League of Monarchs Aid Organisation (LoMAO) which shall be head-quartered in Port Moreland
6.2 Member nations agree to commit resources to respond to any humanitarian crisis in other member nations.
6.3 LoMAO shall consider actions to present a united response to humanitarian crisis taking place in non member nations.
6.4 LoMAO nations agree to undertake regular drills for potential crisis.
6.5 LoMAO shall acquire a civilian naval fleet for operations.
6.6 LoMAO shall deploy only with the agreement of a majority of full members.
6.7 - Each nation shall make available a facility to be used by LoMAO in order to keep supplies of equipment and vehicles ready for deployment should situations arise
ARTICLE 7 Encouraging interaction of mass media and other means of communication;
7.1 Each nation agrees to keep and allow a fully functioning embassy from each member state in their capital.
7.2 Visiting diplomats are to be afforded all rights and protections in accordance with international law.
7.3 Member nations agree to not censor media from other member nations provided it does not breach local laws.
ARTICLE 8 - Reassessing, redrafting and reaffirming the Charter
8.1 The Charter may be changed at any time following a proposal by a member, either Full or Associate.
8.2 Proposed changes are to be debated in the League Council
8.3 A vote on proposed changes requires a 3/4 agreement of Full Members to come into effect
