Members With Constantine being in Maddomainia once more with the appointment of the new Dux, the Emperor has decided to create the Mendacium Faction. Which is a temporary alliance between a group of nation wishing for the Kingdom of Japao's independence if a war breaks out. Constantine has put together a diplomatic summit with the faction's members which are the Maddoman Empire, Merchant Republic of Vinitsia, The URA Protectorate of The USS of Die erworbenen Namen (DEN), the Kingdom of Japao, and Ignatz. The Emperor has also invited the Kingdom of United Moreland, the Altic Union, and the Constituted Nations of Avhali as observer representatives.

The Kingdom of United Moreland has already shown its determination to try and end this crisis peacefully. We have hosted talks between Japao, Ignatz, Vinitsia and the Khanate onboard HMS Sharpe which is still currently stationed in the region observing the situation and HMS Sharpe is still available to host further talks between the nations there following the release of our investigation. The Kingdom also feels that our attendance at a meeting where a stated aim is to "Create an official Temporary Alliance Pact until the crisis is resolved whether it be peacefully or forcefully;" would be counter productive to the role we have set ourselves in as attempting to be peace makers. We have already seen how it would appear that there are elements within some nations that seem only to keen to find an excuse for this to turn into a shooting war. AN example of this was when the press of Vinitsia have reported that some delegates of their nation declare our neutral report to have parts that are false , something we consider a great insult to the fact we are the only nation taking active steps to resolve the situation peacefully. Clearly this element within Vinitsia is the minority at present but we feel this must be carefully handled so as not to force governents into hostile action. Our independent report on the situation has presented several opportunities to defuse the situation but with Japao and there allies failing to respond to the recommendations we fail to see how a meeting which is clearly geared towards creating some sort of military faction is likely to do anything but pour petrol onto a fire. We ourselves have a Non-Aggression Pact with Los Vatican in which the Khanate have signed that they abide by the international standards regarding recognising territorial waters, while we fully support our air accident investigators it is our belief that this sabre rattling was indeed a test of this, and since the report being published they have returned to following these international accepted norms. It is my belief that your summit should focus on resolving this to a permanent measure observed by all nations, rather than being a clear threat of force. I would also urge you to discuss Japao's compliance with international investigations as suspicions of evidence tampering arose during the investigation and they have yet to follow any of the recommendations which have been presented. United Moreland are, as you know, always willing to talk, however we shall not do so when a militarised alliance is clearly the main purpose of this discussion. Should our attendance be considered important we would be willing to do so should the agenda be amended to the following. 1. Ensuring compliance with recommendations with the United Moreland Air Crash Investigation. 2. Measures to be taken to bring all nations to further talks onboard HMS Sharpe designed to bring the matter to a peaceful conclusion. 3. Ensuring all nations present honour international standards regarding territorial waters and air-space At that point I would be willing to leave to allow those of you who seem intent on military action to hold your summit without me.
