Rules for Territorial Expansion

1. Nations may expand freely into territory already claimed by another player only so long as they agree that expansion between themselves and then RP out the event.

2. All unclaimed territory is to be considered inhabited by a range of nations[1]. As such it is not "uncharted" land free for claiming.

3. Should a nation have a RP storyline that would result in expansion they are to write a brief outline of their proposal and post it in the Roleplay Council Hall along with a map of the area that they wish to claim.

4. The Roleplay Concilium will consider whether the expansion shall be permitted. This shall involve them discussing the proposal and then voting, should a vote be tied Hawkwick as Key Keeper shall be asked to cast the settling vote.

5. Nations that are removed from the map are to be considered to have never existed. [2]

6. A nation must wait at least three months between expansion applications, whether successful or not.

[1] I believe we should create a series of NPC nations, perhaps one for each continent, these can be interacted with in terms of threats, expansion etc, but can simply be removed when new people come and claim the territory
[2] By insisting they have when new people join it forces them to accept the history of that area, something I would not like to see as we would then be enforcing on them background of their nation
