BACKGROUND

The Empire is made up from 16 Principalities which were gradually conquered by the Principality of Thale and its ruling Huber dynasty. In 1105 Thale brought neighbouring Blankenburg under its authority with that Principalities Head of State swearing an oath of loyallty to the Huber's. This conquest spured the Huber's inland from their coastal home and by 1706 they had brought a total of 15 other Principalities under their command. Today the Empire the Huber's created is an elected monarchy where the Emperor has much of the same power as a President may in another nation. Each Principality retains sovereignty over certain of its own affairs with the Emperor being mainly responsible for foreign, economic and defence policy. As such this has seen political power games take place between the various ruling families.

GOVERNMENT SYSTEM

The Union is a Federated Monarchy, this is a rather unique system of government where each State is ruled by its own royal family who in turn serve under an Emperor who is elected upon the death of the previous one. While the general population vote on this matter it is highly unlikely that the Huber's of Thale shall ever lose as most citizens vote for their own state's monarch and Thale has the largest population by a significant 18 million margin.

The Emperor is responsible for

1. Managing Foreign Policy
2. Signing Treaties and Agreements
3. Approving legislation before it becomes law, they may also veto legislation
4. Appoints and Dismisses the Cabinet
5. Manages the national budget.

Beneath the Emperor is the Council of Princes, which despite the name is made up of three representatives of each state in addition to their monarch. The Council may propose any legislation and debate it freely along with Cabinet ministers, however only the Council vote on matters tabled. Any legislation gaining a majority is passed to the Emperor for approval.

The Lander - Each State has a Lander which is its own council, they are responsible for running the State's day to day affairs and each operates in it's own way.
