![]() The Constitution of Audaxia This document shall be considered the supreme law of the region of Audaxia by the people of the Republic of Audaxia. Article I - Citizenship 1.1. Citizenship will be defined as an active member in Audaxia who has sworn an oath of citizenship established by law. 1.2. Any member of Audaxia who was an active citizen before the collapse of Audax shall be considered a citizen of Audaxia upon their arrival. 1.3. Citizens may temporarily placed into Resdax if they have been inactive for a period for 25 days with no excuse; 1.4. The Key Keeper and Head of the Popularis Repraesentantes (Delegate) shall have the right to approve and disapprove citizenship, but must give a justified reason for a rejection and report it to the Membership Council. The Membership Council may overturn such rejections via majority vote. 1.5. Citizenship cannot be taken away unless; 1.5.1. A unanimous vote between the Membership Council and Popularis Repraesentantes; 1.5.2. They have been found guilty of a crime that compromises regional security; 1.5.3. Their nation in Audaxia Ceases To Exist (CTEs); 1.5.4. Their nation in Audaxia moves to another region; 1.6. Citizens may express their views on any subject that does not violate the NationStates Terms of Service or the Audaxian Terms of Service which is directly protected by the Audaxian Bill of Rights. Article II - Residentship 2.1. Residentship will be defined as a new member of Audaxia who has sworn an oath of Residentship established by law. 2.2. Any member of Audaxia who was an active resident before the collapse of Audax shall be considered a Resident of Audaxia upon arrival. 2.3. Citizens may temporarily be placed into Resdax if they have been inactive for a period for 25 days with no excuse; 2.4. The Key Keeper and Head of the Popularis Repraesentantes (Delegate) shall have the right to approve and disapprove residentship applications, but must give a justified reason for a rejection and report it to the Membership Council. The Membership Council may overturn such rejections via majority vote. 2.5. Residentship can be taken away if: 2.5.1. A majority vote between the Membership Council, Key Keeper, and Popularis Repraesentantes; 2.5.2. They have been found guilty of a crime that compromises regional security; 2.5.3. Their nation in Audaxia Ceases To Exist (CTEs); 2.5.4. Their nation in Audaxia moves to another region; 2.6. Residents may express their views on any subject that does not violate the NationStates Terms of Service or the Audaxian Terms of Service which is directly protected by the Audaxian Bill of Rights. Article III - Active Member 3.1. An Active Member shall be viewed as a person who has shown activity within the community of Audaxia, but has not applied for Residentship or Citizenship. 3.2. Active Members can participate in the region's roleplay if: 3.2.1. They have a spot on the map; 3.2.2. They are active on the region's Official Regional Forum, IRC channel, and the Regional Message Board; 3.3. Active Members can lose their status if: 3.3.1. They have been proved guilty of committing a crime within Audaxia; 3.3.2. They left the region of Audaxia; 3.3.3. They have been inactive for a period for 25 days with no excuse; 3.3.4. Their nation in Audaxia Ceases To Exist (CTEs); Article IV - Co-Keeper 4.1. The Co-Keeper shall have permanent administrator rights to the forum and the #Audaxia IRC channel until they are no longer Co-Keeper. 4.2. In the event that the Co-Keeper has Cease To Exist, DEAT'd (Deleted by the NationStates Moderators) or Resigns from their position, the Roleplay Dominus shall assume the position of Co-Keeper unless a election is held. 4.3. The Co-Keeper may declare a state of emergency that shall only last a duration of four days. The declaration may be overruled by a majority vote by the Popularis Repraesentantes or by the word of the Key Keeper. Article V - Founder/Key Keeper 5.1. The Founder/Key Keeper shall have permanent administrator rights to the forum and the #Audaxia IRC channel. 5.2. The Founder/Key Keeper may declare a state of emergency that lasts indefinitely . The declaration may be overruled by a majority vote by the Popularis Repraesentantes. Article VI - Delegate - Head of the Popularis Repraesentantes 6.1. The Delegate of Audaxia shall be the official representative of the region of Audaxia to foreign regions and the World Assembly. 6.2. The Delegate has the right to: 6.2.1. Eject/Banject any nation who has an active invader organization flag displayed; 6.2.2. Update the World Fact Book Entry as they see fit; 6.2.3. Maintain the Foreign Affairs Department of Audaxia; 6.3. The Delegate position shall remain executive unless: 6.3.1. a raid is taking place; 6.3.2. a Declaration of Emergency has been announced; 6.3.3. an unapproved nation exceeds half of the Delegate's endorsements; Article VI - Roleplay Dominus - Head of the Roleplay Concilium 7.1. The Roleplay Dominus shall be viewed as the head, appointed/elected leader of the Roleplay Concilium and as the main entity which sets rules and assists the Key Keeper with the region. 7.2. The Roleplay Dominus has the right to: 7.2.1. hold roleplay summits; 7.2.2. cooperate with the Roleplay Concilium in setting roleplay regulations, rules, or standards; 7.2.3. maintain the Roleplay Concilium forum section; 7.3. The Roleplay Dominus position shall term shall be forever unless: 7.3.1. the Roleplay Dominus becomes inactive for a period of 28 days without any notice; 7.3.2. resigns; 7.3.3. DEAT'd by the NationStates staff; 7.3.4. their nation in Audaxia CTEs or moves to another region; Article VIII - The Roleplay Concilium 8.1. The Roleplay Concilium is the Council that manages how Roleplay is conducted within the region of Audaxia. 8.2. The Roleplay Dominus shall be defined as the leader of the Roleplay Concilium. 8.3. Terms for the Concilium shall last forever unless; 8.3.1. become inactive; 8.3.2. resign; 8.3.3. commit a crime within Audaxia; 8.4. The Roleplay Concilium cannot make any rule that violates any right of Audaxia's members, residents, or citizens or the Audaxian Republic Constitution. 8.5. The Roleplay Concilium are responsible for the management of how roleplay is handled and managed within the region of Audaxia. 8.6. The Roleplay Concilium shall be made of four Concilium Members. Article IX - The Popularis Repraesentantes 9.1. The Delegate of Audaxia shall be viewed as the leader of the Popularis Repraesentantes. 9.2. The Popularis Repraesentantes members are responsible to conducting governmental functions of the region. 9.3. The Popularis Repraesentantes shall have five seats in total, including the Delegate. 9.4. Terms shall last three months for the Popularis Repraesentantes and offices shall be cleared every January 2nd, April 2nd, July 2nd, and September 2nd. Edited by Sad-States, Mar 29 2016, 04:08 PM.
