SYSTEM OF GOVERNMENT

The United Moreland system of government is centred around the military. The nation is best described as a " Semi autocratic monarchy with elected military council arranged in two chambers" The two chambers are collectively known as The United Moreland Military Senate (UMMS), the lower house is known as the People's Congress (PCON) and its members People's Commissioners. The upper house is known as the Officers Congress (OFCON).

The Role of The Monarch.

The monarch may introduce any legislation to the People's Congress for debate and vote. Should the bill pass both houses with a simple majority it becomes law. The monarch is also responsible for giving ascent to legislation drafted and approved by both Congresses, they however have the authority to veto any legislation outright if it recieved less than 70% approval of the Officers Congress. If a bill recieves more than 70% the monarch may still veto the bill however this triggers a public referendum.

The monarch retains all the responsibility for the appointment of the cabinet, however tradition has dictated that this is usually done with the consultation of the Head of Government. The monarch also retains the authority to negotiate and approve all foreign treaties and agreements.

The monarch is the Commander in Chief of the Armed Forces.

PEOPLES CONGRESS

The People's Congress is made up 300 members elected every four years. The nation is divided into 100 different regions and each region elects three representatives. To stand for election a person must meet the following criteria

1. They must have celebrated their 25th birthday.
2. They must have served at least five years in the military.
3. They must not have had a dishonourable discharge.

To vote in the People's Congress election a person must meet the following criteria.

1. They must have celebrated their 18th birthday.
2. They must either be a serving or past member of the armed forces or their spouse.
3. They must not have had a dishonourable discharge.

The People's Congress then elects from within its numbers three Senior Congressmen, one for each of the armed forces, these are granted a seat on the cabinet. While no official system of parties exists several do operate and their members work together to try and manoeuvre their legislation and candidates into positions.

OFFICERS CONGRESS

The Officers Congress is made up of 30 former military officers elected every four years. Three lists are drawn up, one by each branch of the service and voters select one candidate off each list. To be eligable to go onto one of the lists a person must meet the following criteria

1. Have served a period of at least five years as a Commissioned Officer in the branch for which list they are placed.
2. Have celebrated their 40th birthday.
3. Have not received a dishonourable discharge.

To vote in the Officers Congress a person must meet the following criteria

1. They must have celebrated their 18th birthday.
2. They must either be a serving or past member of the armed forces or their spouse.
3. They must not have had a dishonourable discharge.

The Officers Congress elect a Head of Government who at the time of appointment is the head of the Army, Navy or Air Force. Upon being elected he vacates his position as head of that particular branch and becomes the Head of Government.

UNDERSTAND

HISTORY
Posted Image
There has been a settlement on the site of Lancaster since at least the 7th century. Archaeologists have discovered several fortified areas of the local area which have unearthed an early settlement dedicated to the upkeep of the cave of Mithras. The city grew inside earth walls up until the 11th century when these were replaced with more substantial stone walls, and constantly expanded until around the 15th century. The city was damaged by continious warfare between the four Kingdoms that made up the island. The city came under the control of the Henley family in the early late 1600's and began to flourish as a major port and military settlement. When Joseph Cullen married into the Henley family he unified the whole island and established a major program of public works in Lancaster that saw the city become a mixture of green open spaces and elaborate buildings.

In the mid 20th century a program of urban renewel was carried out to deal with a national housing crisis. This however was considered to have created nothing but eye sores which have now begun to be replaced with a combination of modern buildings or replica's fitting earlier styles.

PEOPLE

Residents of the city are known as Lancastrians and tend to be fiercly proud of their city. Currently 80% of those living in the city are Morelanders and 70% of the city prescribe to Mithrasism as a religion. The city is a hub of wealth for the nation and as such the residents have a higher than average income (currently around $40,000 a year compared to a national average of $29,000)

TALK

The people of United Moreland all speak Morelandish, however English is taught to all students from the age of 5-16 and therefore most people have a good grasp of the language. Morelandish uses the Latin script therefore making signs easy to read for most people.

ECONOMY

The city of Lancaster is based heavily around the government and its day to day business, as such the city is home to many businesses who interact with the government. The city also has the Headquarters of LanGas the nations largest natural gas drilling and supply company, as well as GazTech, a company which develops technology to be used in gas exploration and extraction.

ORIENTATION

The city sits on the Northern coast of the island close to the lake where you can find the Cave of Mithras. The city is criss crossed by streams and rivers as well as a few canals which are dug from the river. The city also has a large central hill on which the Palace is located.

The city of Lancaster is served by two airports. The largest is Lancaster International which deals with all major incoming flights. It was built in 1998 and includes a terminal built specificially for handling the Cullen family and their guests. The airport is well served by its own underground station as well as regular bus services into the city which takes around 15 minutes.

While not as well served by public transport as the new airport a regular bus service and a train service (requires a change) are avaliable. It usually takes about 30 minutes to reach the city centre.

The city also has a passenger ship terminal which is serviced regularly. It is very easy to get into the city from this, a bus ride taking less than 10 minutes to get into the very centre of the city. The passenger port also sits close to private marina's which has regular oversea's visitors. This who area has become a rather upmarket area.

GETTING AROUND

The city of Lancaster is served by a first class public transport system, the very centre of the city is free from most cars with only those on government business or taxi's being permitted. The majority of people use a combination of underground train, known locally as the Tube, trams and buses. Tickets are avalable at stations and stops via an automated machine but must be validated using a machine on the side of platforms or stops prior to travelling, failure to do so can result in a hefty fine. Tickets for multiple trips can be purchased from a variety of places including musuems, tourist information offices, post offices and many supermarkets. These tickets are interchangable between the different forms of transport.

The tube system can be exceptionally crowded between 8am-9:30am and again between 4:30pm and 6pm. This service runs 24 hours a day and is used vby many late night revellers so can be rather loud between midnight and 4am.

The city also has a large fleet of approved taxi's. Drivers have to be checked for criminal records and have passed a exam on the cities roads before being licenced as a taxi driver. Every taxi should have a red light on the roof which is turned off when either occupied or booked, they should also have a yellow licence disc next to the rear number plate and the driver should either be wearing or have visible in the wind screen a photographic ID which also shows their licence number. All licenced drivers will use a meter but will offer advice on a fee before setting off is asked.

RELIGIOUS SITES
Posted Image
The Cave of Mithras

The faith of Mithras believe that the god Mithras emerged from a place where a single drop of water had continiously been falling in a cave. The God made his home in the cave and created all other life in the world. As such many ceremonies take place in caves and the high alter of the faith can be found near Lancaster. The God later, feeling weary of life, merged himself with the water of the world at the same point where he appeared, his body forming the River Mith that has it's source in the cave.

The cave is easy to get to being an important place for Morelanders and a complex of religious institutes and facilities has sprung up in the valley beneth the cave. The cave is protected by members of the Royal Lancastrian Regiment known as Guardian's, who are both tour guides, ceremonial soldiers and security guards. Entry to the caves is free, however many pilgrims leave gifts for the religious community based there. Before entering one should ensure their head is covered, usually small cloth caps are available at the entrance. It is also wise to ensure that you do not attend on a festival day as this is when the site is full of people and it will make entering the cave a very long occasion.

TEMPLES
Posted Image
The Temple of Mithras is located on a small hill slightly to the South of the royal Palace. The River Mith flows straight through the middle of the building which has hosted the coronation of every monarch of United Moreland. The temple is open to the public 7 days a week from 7am - 9pm and is free to enter. Anyone visiting is advised to bring something to cover their head otherwise they will be asked to leave. Furthermore photography is not permitted during services.

One of the largest clubs in United Moreland is Lancaster St.Pauli who have won the national rugby championship eight times and the football seven times. They have over 300,000 members globally and compete in almost every sport. Located in the district around an old Christian Church (from which the club takes its name having historically been set up by the local priest) the club considers itself a "family" and has a cult following. If you attend any of their football matches you may at first find the atmosphere intimidating as the club has adopted the skull and cross bones and punk music as an identity, the club however have a reputation of being exceptionally friendly and the football fans have been voted "Most Friendly" by their rivals for the last 10 years. There is yet to be any major chains of pubs or bars however local brewery Blue Monkey is beginning to establish its own brand in pubs and these offers the brewers own brand of drinks and food at a reasonable price for the quality.

On A Budget

The best places to stay on a budget are one of a variety of hostels. It is possible to find a shared dorm for about $15 a night, this includes a bed, locker, bathroom etc, breakfast can usually be added for an extra $5. One of the best hostels is the Guvners which is in an old 18th Century workhouse. The hostel also has its own bar, cafe, internet cafe and games room. For those who wish to find a good place to drink at a cheap price you should head towards the docks where a variety of bars can be found usually catering to the dock workers, these can be a little rough and ready but often hosts drinks offers and entertainment.

In terms of eating out you would be hard pushed to find a better meal than those offered by the Tunnels. This is an old transport tunnel which has been converted into a variety of shops, cafes, bars and restaurants. During the day it hosts unique shops selling clothing made to order and various other oddities while at night the bars open and food vendors set up creating a vibrant night life usually frequented by students and trendy youngsters. Here you can usually get a good meal and a beer for less than $10. After midnight expect the place to liven up as the twenty or so bars begin to crank up the music and people make their own dancefloors, generally they stop serving once everyone goes home.

Middle Budget

There is a whole variety of reasonably priced hotels dotted throughout the city so for anyone looking to spend under $100 per night there is a large number of options. One of the best places to stay in this range is the Midland Hotel which offers an excellent value for money package. They also have a fleet of their own bikes which they loan to customers for free which for anyone wishing to sight see is useful.

Most of the vibrant night life takes place on Ferndale Road, here you will find a mile long road which features almost exclusively bars, it sits just off the river and many of the bars have their own river terrace at which the old hops ships arrived allowing them to brew their own beer, something many of them still do to this day. One of the better bars is The George, the bar brews its own beer and will serve it in either pints or by the meter ( a meter being a wooden plank which is brought to your table with eight half pint beer glasses on, four with each of their signature brews). The George also does very good bar snacks at quiet a cheap price.

If your looking for a bite to eat you should head to the edge of embassy street where a large restaurant called Mulligans serves a wide variety of locally sourced dishes. There is no set menu as it is written at midday each day based on what the chef found at the local markets. Expect to pay $30 for a two course meal with drinks on top.

Money to Burn

For those looking to enjoy the finer things in life you are hard pushed to find better accomodation than the King Joseph or York Plaza hotels. This two hotels sit opposite each other on the river and have fantastic roof top terreces. The King Joseph is the older of the two and as such boasts the more impressive list of former guests. You should expect a standard single to cost around $500 a night, if you can get a booking. The royal family use the hotels suite's alternatively to house visiting dignitries. You can of course go there for a cocktail, something many tourists enjoy for the views, and to get a photo with the marble floor of the King Joseph which boasts engravings of the name and signatures of famous guests, however if you are not a resident they will ask you for photo ID before permitting you to enter.

Drinks wise the to be seen bar is The Everything, an appropriate name because it has the largest drinks menu in the whole of United Moreland, it features well over 600 whiskey variaties and an extensive cocktail menu. It is often frequented by the celebrities of United Moreland and has a small dining room where booking is a most.

For those wishing to have a bite to eat and an amazing view The Grotto is a must visit. It offers outstanding quality food at a venue cut into the rock face on the edge of the city. During times of high winds or rain shutters are brought down saving the diner from the elements but even then the scenary is remarkable. Expect to pay around $120 for a three course meal with win.

The Grotto

STAY SAFE

Like with any major city one should be aware of the possibility of being pick-pockted, however Lancaster is generally a very safe city. With the vast majority of Morelanders being followers of the Mithras religion, one of the tennants of this faith is Hospitality so you will find the locals more than willing to step in and help somebody in need for fear of them thinking Lancaster is not a hospitable place.

As the military play an important role in the nation and everyone carries out military service you will find a large number of servicemen and women in uniform on the streets, sometimes they will be carrying their weapons this is not an indication of any threat level. If you visit the nation and any historical monument attached to the military you may see recruits on "Education Week", they will be in uniform, however many places do not permit weapons inside, therefore expect to see several enlisted soldiers standing guard over piles of rifles. Morelanders take these sights in their stride.

Should you need to contact police you may also approach any of the servicemen and woman in uniform carrying their weapon as they will be on duty and instructed to lend assistance to those in need. They also carry basic medical equipment so will also provide emergency medical care.

[1] This provides the nations nuclear deterent. The subs rotate on a three monthly cycle with one on patrol, one on exercises, one in refit and one in standby. The one on patrol operates a "failsafe" system where if it loses contact with United Moreland for 48 hours the sub captain has sealed orders issued from the Queen giving instructions of what to do. This information is known only to the Queen.

ROYAL MORELAND SCOUTS

The Royal Moreland Scouts were formed in 1867 as a light infantry regiment designed to operate independently of the main United Moreland Army. Over time it has developed into an elite commando unit and carries out special operations.

"The Scouts" ,as they are often refered to, are organised into 4 Squadrons (A,B,C,D), each containing around 100 men. Each of these Squadrons is then split into four troops (Earth, Wind , Fire, Water). These Troops are then split into five man patrols. While Scouts all recieve extensive training in a wide variety of skills each member of the Patrol is expected to specialise in one of five skills, however each soldier is more than capable of carrying out the role.

Medic- Trained to a high standard at least comparible to that of a civilian paramedic.
Enginner - Responsible for explosive entry to buildings, disarming explosive devices and preparing charges as well as vehicle repair.
Communications - Usually the radio operator and knowledgeable in a wide range of communication systems
Marksman - Responsible for sniping operations and scouting
Heavy Weapons - Responsible for carrying anti-aircraft/tank weapons.

The four squadrons rotate round a 4 operations rota. Training Squadron is responsible for the selection and recruitment process as well as running Probationer training.

1. Training - (as above) The squadron also carry out continuous training as determined by their patrol commander. In case of emergency they also deploy as the 2nd Standby Squadron.

2. Stand By - Remain at the Regiments Garstang HQ and carry out training and operations requiring immediate attention.

3. VIP Duty - Given the responsibility of supporting the Royal Protection Team by carrying out a variety of operations such as intelligence gathering, close protection, over watch and preparing members of government for rescue operations. They are also responsible for protection of visiting dignities.

4. Deployed Squadron - Deployed as determined by the Squadron's commanding officer in consultation with the Military High Command.

RECRUITMENT

No one may join the Regiment directly. Only those who have been a serving member of the armed forces for five years may apply. To apply an individual must first gain the support of their commanding officer. They must then be interviewed by two serving NCO's of the Regiment who allow the application to proceed. The candidate is then submitted to a range of aptitude tests designed specifically for the Regiment.

If they pass all stages so far the candidate is invited to "Selection" and is told the time, date and name of the barracks they are to report to, selection begins immediately upon arrival.

SELECTION

Selection is broken down into seven stages. To pass a candidate must past all six stages with no interuptions. Failure to meet standards set by instructors or a poor end of week report are enough to get you "Returned to Unit" which see's the candidate rejoin their original unit. A person may only attempt Selection twice, injury or personal circumstances are not permitted as an excuse for failure.

Stage 1-Briefing Week (1week)

Stage 2 - Hill Tests (4 weeks)

Stage 3 - Extreme Environment Training (10 weeks)

Stage 4-Skills Training (14 weeks)

Stage 5-Survive, Resist, Escape and Evasion Training (4weeks)

Stage 6 - Operation Beret (1 week)

Stage 7 - Probation (26 weeks)

HISTORY

WIP - assuming I get the plot I'd like

OVERVIEW

An island nation United Moreland is actually made up of four separate Kingdoms which through various wars were unified under the Cullen family in 1813. Prior to that the Kingdom of Henley had been the dominate one of the four and had often recieved tribute and oaths of fealty from the other three Kingdoms, the Kingdom of Thule, The Kingdom of Marvan and The Kingdom of Bancroft. The four Kingdoms can trace their origins back to the first explorers who arrived in the 14th century. Finding the island to be largely uninhabited the original settlers set about creating their own society free from religious persecution that had driven them from their homeland.

The first signs of trouble came in the 15th century as the settlers began disputing how best to continue colonising the island, this lead to the formal division of the island under four noble families who dominated the Council of Nobles, within ten years of this division wars had begun over resources on the island.

The fortunes of each kingdom had its up and downs, however in 1802 a promising military commander called Joesph Cullen married into the royal family of Henley. Commanding the Henley armed forces he shaped them into a formidable force who picked off their rivals one by one until on the 23rd of May 1813 the other royal families, who had become allies, were defeated at the Battle of Higham. At the end of the day two of the Kings lay dead on the field of battle, ordering the unmarried Queen Mary of the Bancroft Kingdom to marry his son Thomas, Robert brought all four kingdoms together. An official decree formed the four kingdom into United Moreland on 17th June 1813 and the Cullen family have ruled ever since.
