Background
The Empire of Alturi was formed the year 903 when Nimbus de Ardor led a rebellion against the currently-reigning oligarchy. The populace had protested against a society where money determined everything, where there was no proper culture or tradition. Thus, Nimbus became the first king of Altar. He earned the title of "de Ardor" which in translation means "of the Flame" for his insistence that the previous leaders would be burned in a pyre of banknotes. Later on, Nimbus would conquer the surrounding unstable nations, eventually growing his kingdom into an empire. Thus, he became the first Emperor of Alturi.

System of Government
Summary
If one is to summarize the functions of the Alturian Government, one would say that it is a Feudalistic Absolute Monarchy, where the nobles have a relatively large degree of autonomy. However, this would be ignoring a large part of the many details and nuances of the government in Alturi. | The Monarch
At the center of all power in Alturi, sits the monarch. Currently this position is held by Emperor Midnos Ardor. Per tradition, the law of inheritance is an Agnatic-Cognatic Primogeniture. Meaning that the oldest son inherits the crown, with the oldest daughter inheriting only if there are no sons. In later years, this has been the topic of some discussion, as Midnos' eldest daughter, Princess Andromeda, is incredibly popular both amongst the nobles and with the public. But as it stands, she will never inherit, as she has a younger brother.
As the words "Absolute Monarchy" might suggest, whatever the monarch says, is law. The monarch is not beholden to any laws, and has the full capacity to change or create new laws whenever he so pleases. The only exception to this rule is if the monarch attempts to make a law that would dismantle the nobility. Whether that be to convert the nation to democracy, or if he were to attempt to dismantle many noble titles. If the ruler attempts this, a vote in the House of Lords and the Ministry is triggered, where all the nobles of the land get to vote on the matter.
Otherwise, the ruler is absolute, and any law changes must be brought before them to be denied or approved. Similarly, the monarch is the commander in chief of the military, Imperial Intelligence, and all other government agencies. |
The Ministry
The Ministry is the legislative entity one step below the monarch. As can be expected, a single person cannot oversee the entirety of a nation of millions. As such, the monarch personally appoints ministers. Traditionally, the ministers are taken from the nobility, though it is technically possible for any Alturian citizen to be appointed the position of minister, though this almost never happens. The role of the ministry is to deal with the day-to-day occurrences of the empire. They act as judges in disputes between nobles, and they all control one particular administrative area, such as foreign relations, the military, or industry. They are usually thus titled after their ministerial position. The ministry is the only body, excepting the emperor, that can actually petition to create or alter laws. Though they must still have the approval of the monarch to bring any changes through.
The ministers also do get some degree of freedom over their assigned area. For example, the minister of industry might raise taxes on metalworks without the input of the other ministers or the monarch. Similarly, the minister might provide incentives for new factories. Or they might not. But for any bigger changes, such as starting exports to a given nation, or to abolish minimum wage, the minister will need the approval of the monarch. Needless to say, the position of minister is highly sought-after by the vast majority of nobles. The position of minister is also either for life, or until the monarch dismisses them. |
