GOVERNMENT The nation is governed by a Council of Fiefs. This is made up of the Chief of each clan with population of over 2million, currently this means there are seven clans represented. The Chiefdom is a hereditary position that passes down the male line. 1. Cathcart 2. MacDonald 3. MacAllister 4. MacTavish 5. Ross 6. Urquhart 7. Wallace The Clan Chiefs elect a Jarl from within their number to act as a Head of State. Each Clan may nominate a candidate and it need not be their Chief. The Jarl is elected every ten years. The current Jarl is Murray Ross who was elected in 2015 and is also the Chief of the Ross Clan. |

Chief Lennox Cathcart (left) & Jarl Murray Ross (right) THE GOVERNMENT The Government is split into three sectors 1. Regional - Each region is governed by a Clan Chief, these are like hereditary monarchs and come from any family deemed to have over 2million members. Every citizen is part of a Clan from the moment of their birth. It is determined on three principles in the following order. 1) Clan association of your father, should the identity of a father not be known or the father not be a clansman then, 2) Clan association of your mother, should the identity of the mother not be known (such as in cases of abandoned children) or the mother not be a clansman then, 3) Which region you are born in, should you not have been born within the nation then you may be adopted into a clan by the Chief only once being connected with the clan for ten years. A person can not transfer from one clan to another and a person can not have their clan membership taken from them. The Regional government is responsible for ensuring the smooth running of services such as law courts, public transport, health care, education, business investment etc. 2. CLAN COUNCIL This is a body made up of the 7 Clan Chiefs and acts as an advisory council for the Jarl. They are responsible for overseeing the drafting of legistlation. The system works by the Jarl instructing them what he wishes to happen, (E.g Introduction of Tuition Fees for University), the Clan Council then discuss it and along with civil servants draft legislation. This is then voted on and if successful passed to the Jarl for his approval. The Council may also draft their own proposals for debate amongst themselves, the Jarl however may veto any of these if he wishes. 3. THE JARL - Currently Murray Ross. The Jarl is similar in role to that of a President. He is elected by the Clan Chiefs who may nominate anyone from their clan, including themselves to act as Jarl. They then vote on who they wish to hold the position, however they may not vote for a member of their own clan. The Jarl has the authority to make treaties and agreements on the nations behalf and veto legislation. He also guides to legislative agenda of the nation. The Jarl is also the Commander in Chief of the Armed Forces. The Jarl serves for a term of ten years or until such a time as five members of the Clan Council pass a vote of no confidence in him. |

CANNICH Cannich is the largest city and capital of the nation. It is home to several of the nations main institutes and as such attracts a population of 1.2million people. The city has grown up around Cannich Castle, a national monument of Pride. The castle has never been captured and was in the 15th Century held by 1000 men for a period of six weeks while they held out against an enemy force of around 5000. A force of the Ross clan landed in Menin Bay at the foot of the hill which lies 3 miles away. Having fought in land the 1000 or so men of the Ross clan slept at a small farmhouse called Gullan's Farm, located 1 mile away from the castle and the following morning at sunrise charged the remaining mile to the castle to releave the members of the other six clans who had held out. The route of their charge is today a beautiful street popular with tourists known as the Gullan Ross Charge. When the Ross clan releaved the castle they found just over 100 men left alive in the castle. The men inside the castle had survived by eating grass and drinking what rainwater they could collect. Found written on one of the castle walls was the words of Lord Cathcart who commanded the stand these words included the phrase. . "...for, as long as but a hundred of us remain alive, never will we on any conditions be brought under foreign rule. It is in truth not for glory, nor riches, nor honours that we are fighting, but for freedom – for that alone, which no honest man gives up but with life itself., These words became known as the Decleration of Cannich and a central part of the nations psyche. To honour this event a tradition has begun that 100 members of the nations military must always be on guard in the castle on its ramparts. Each day at 8am and sunset a new garrison is marched from the army bases now built at Gullan's Farm to the Castle, they are accompanied by pipes and drums. The garrison being relieved return with the band, this is a spectacle that draws great crowds. |
